Scope of Work

The project involves a comprehensive upgrade of the existing camera system to a new VASS, including the provision of all necessary labor, materials, tools, and equipment. Key components include:

  • Installation of new cameras, data cabinets, and a fiber optic backbone.
  • Implementation of enhanced surveillance coverage, improved monitoring software, and modern analytics tools such as license plate readers (LPR), facial recognition, and visual/audible alarm notifications.
  • Construction of a new Security Equipment Room (SER) and renovation of the existing Security Control Center (SCC).
  • Provision of a temporary trailer for monitoring during SCC renovation.
  • Relocation of the Physical Access Control System (PACS), medical gases alarm, and fire alarm panel.
  • Comprehensive testing, commissioning, and training for VA Police personnel.
  • Development of a maintenance program.

Key Requirements & Clarifications

  • Offerors must use the camera count as specified in the drawings.
  • A new Video Management System (VMS) is required; integration with any existing VMS is not.
  • Existing conduits, pathways, and telecommunications infrastructure shall not be reused; new infrastructure is mandatory.
  • The Project Manager must be a Professional Engineer licensed in Puerto Rico with at least ten years of experience.
  • The main building (Building No. 1) contains Asbestos-Containing Materials (ACM). Offerors are responsible for ACM management and abatement in directly impacted areas.
  • The warranty period begins upon the Government's final acceptance of the entire project.

Contract Details

  • Contract Type: Firm-Fixed-Price.
  • Estimated Project Magnitude: Between $10,000,000 and $20,000,000.
  • Period of Performance: 1,095 calendar days from the Notice to Proceed (NTP), with an estimated completion by June 2, 2029.
  • Bonds: Performance and Payment Bonds are required. A Bid Bond (SF24) of 20% of the bid price or $3,000,000 (whichever is less) is also mandatory.
  • Funding: Award is subject to the appropriation of funds.

Eligibility & Submission

This acquisition is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors must be registered in SAM.gov and certified as an active SBA SDVOSB at the time of offer submission and prior to award. Joint ventures must meet specific SDVOSB requirements. Offerors must perform at least 15% of the contract cost (excluding materials) with their own employees.
