This Statement of Work (SOW) details the requirements for the complete removal of the existing EPDM roofing system on the B31 SPS Addition and the installation of a new EPDM roofing system. The existing roof is failing due to adhesion issues between the insulation and the concrete deck, as well as potential problems with insulation "weighting" and roof penetrations.

• General Requirements: The contractor must adhere to a smoke-free campus policy and maintain professional conduct. All work must comply with industry standards, manufacturer specifications, and applicable building codes.

• Submittals: The contractor must provide a project schedule, product submittals, and a construction safety plan.

• Site Protection: Measures must be implemented to protect the building, surrounding property, and structures. A 6' high temporary fence is required for the lay-down yard.

• Construction Safety: Work must comply with Specification Section 01 35 26 (Safety Requirements), OSHA 1910, and OSHA 1926.

• Demolition and Removal: The existing EPDM membrane, insulation, flashings, and associated roofing materials must be removed down to the structural deck. Debris must be cleaned from the roof surface.

• Deck Inspection and Repair: The exposed structural roof deck must be inspected for deterioration. Damaged decking must be replaced at a pre-approved cost. All roof penetrations must be sealed to eliminate air leakage.

• New Roof System Installation: A new tapered polyisocyanurate insulation system must be installed to ensure proper drainage (1½" per foot slope). The first layer of insulation will be mechanically fastened, with subsequent layers fully adhered. A new 60-mil reinforced EPDM membrane system will be fully adhered. All accessories, including drip edges, termination bars, fasteners, and sealants, must be installed per manufacturer instructions. Approved pipe boots, collars, and pitch pockets for roof penetrations are required.

• Roof Accessories: Metal flashing, counter-flashing, and wall coping must be installed as required. Retrofit drain assemblies on existing roof drains are also required.

• Site Cleanup: All construction debris must be removed daily, and the site must be returned to its original condition upon project completion.

• Location: B31 SPS Addition, Chillicothe VA Medical Center, 17273 State Route 104, Chillicothe, Ohio 45601.

• Period of Performance: 75 calendar days, including all required submittals.

• Materials: Primary membrane is Carlisle Sure-Seal 60-mil Reinforced EPDM or equivalent. Insulation is tapered polyisocyanurate. Flashings and sealants are specified.

• Warranties: Roofing work is subject to FAR clause 52.246-21, "Warranty of Construction," extended to five years. A manufacturer's labor and material warranty is also required.

• Lightning Protection: The existing lightning protection system must be temporarily removed and re-installed. This work must be performed by a qualified electrician and re-certified.

Solicitation

This solicitation is for the replacement of a failed roof on the B31 SPS Addition at the Chillicothe VA Medical Center. The contractor will be responsible for the complete removal of the existing EPDM roofing system and the installation of a new EPDM roofing system.
