Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST), under the Department of Commerce, is soliciting quotations for a 1550 nm Pulsed Laser system for laboratory use in Boulder, CO. This is an unrestricted combined synopsis/solicitation (RFQ) under FAR Part 12. The primary contact is Lisa Stevens (lisa.stevens@nist.gov). Quotations are due by June 1, 2026, at 5:00 PM Z.
Scope of Work
NIST requires a 1550 nm pulsed fiber-coupled laser system with specific technical parameters:
- Wavelength: 1550 nm
- Pulse Duration: 500 fs to 50 ps (not tunable)
- Repetition Rate: User-selectable from 1 Hz to 80 MHz
- Average Output Power: At least 1 mW, not exceeding 300 mW
- Output: Fiber-coupled, single-mode fiber with FC/APC connector
- Background Optical Power: 30 dB below optical pulse power The system must include external trigger input, an output electrical trigger synchronized with optical pulses, and remote control via USB and/or GPIB (Ethernet cannot be the sole interface). Vendors must identify all necessary ancillary items, software, and control hardware, and provide documentation to verify compliance. The system should be suitable for laboratory use and shipped ready for operation, FOB Destination.
Contract & Timeline
- Contract Type: Firm Fixed Price Purchase Order.
- Delivery: Required within eight (8) weeks After Receipt of Order (ARO).
- Acceptance: Expected within fourteen (14) days after items are received.
- Payment Terms: Net 30.
- Warranty: Base manufacturer warranty is acceptable; vendors should detail specifics.
- Solicitation Number: NB686010-26-01534
- NAICS: 334516 (Analytical Laboratory Instrument Manufacturing), Size Standard: 1,000 employees.
Submission Requirements
Quotations must be submitted electronically to lisa.stevens@nist.gov.
- Technical Quotation: Must include a detailed technical description, product literature, and/or drawings. This must demonstrate how the proposed system meets each minimum requirement, providing evidence rather than just stating compliance.
- Price Quotation: A firm-fixed-price quote, including all shipping and delivery fees, submitted separately from the technical quotation. Pricing must remain valid for 90 days.
- General: Include Company SAM Unique Entity ID, completed Representations and Certifications, Country of origin/manufacture, and FOB Destination details. Offerors proposing products manufactured outside the U.S. must identify any additional charges (e.g., customs, tariffs) as a separate line item (CLIN 0002).
Evaluation Factors
- Factor 1 - Technical Capability: Evaluated on an Acceptable/Unacceptable basis. Proposals must demonstrate a clear and unambiguous understanding and ability to meet minimum requirements.
- Factor 2 - Price: Evaluated for reasonableness. Price realism will not be conducted.
Eligibility
This requirement is being solicited as unrestricted. Offerors must have an active registration in the System for Award Management (SAM.gov) and have completed required Representations and Certifications.
