Quick Summary

The Department of the Navy, NAVSUP Weapon Systems Support (NAVSUP WSS) Mechanicsburg, has issued a presolicitation notice indicating its intent to award a sole-source contract for SEAL ASSEMBLY (NSN 1H-2040-010515069-SQ, Part Number RE-C49502) for SUB ANTENNA SYSTEMS. The government intends to negotiate with the Original Equipment Manufacturer (OEM) due to a lack of drawings/data and data rights. Interested parties capable of meeting the requirement are invited to submit their capabilities for consideration.

Scope of Work

This requirement is for 42 AY of SEAL ASSEMBLY (NIIN 010515069, Part Number RE-C49502) for SUB ANTENNA SYSTEMS. Deliveries are required to DLA Distribution centers in New Cumberland, PA and Tracy, CA.

Contract Details

  • Type: Presolicitation / Sole Source Intent (under FAR 6.302, 10 U.S.C. 2304(c)(1))
  • Duration: 1 year
  • NAICS Code: 336612 (Ship Building and Repairing)
  • PSC: 2040 (Marine Hardware And Hull Items)
  • Acquisition Method: FAR Part 15 (not FAR Part 12)
  • Clauses: UID requirements and Buy American Clauses will apply.

Set-Aside & Competition

While NAVSUP WSS Mechanicsburg initially intends to solicit full and open competition, the Government's current intent is to solicit and negotiate with Only One Responsible Source (the Original Equipment Manufacturer) for this requirement. This is due to the absence of drawings/data and the Government not owning the necessary data rights, justified under 10 U.S.C. 2304(c)(1) and FAR 6.302. Consequently, this procurement is not a Total Small Business Set-Aside. However, all responsible sources are encouraged to submit a capability statement, proposal, or quotation for consideration.

Response Requirements & Deadlines

  • Commercial Item Interest: Interested persons identifying capability to satisfy the requirement with a commercial item must respond within 15 days of the notice publication (by May 22, 2026).
  • General Capability Statements/Proposals: All other proposals or capability statements will be considered if received by June 4, 2026.
  • Source Approval Request (SAR): Firms not already approved to manufacture this material must submit a SAR. However, this procurement will not be delayed for SAR approval.
  • Contact: Submissions and inquiries should be directed to Jessica Grzywna at jessica.t.grzywna.civ@us.navy.mil.

Additional Notes

The solicitation/RFP is anticipated to be posted on NECO. Electronic procedures will be used.
