Set-Aside & Competition
While NAVSUP WSS Mechanicsburg initially intends to solicit full and open competition, the Government's current intent is to solicit and negotiate with Only One Responsible Source (the Original Equipment Manufacturer) for this requirement. This is due to the absence of drawings/data and the Government not owning the necessary data rights, justified under 10 U.S.C. 2304(c)(1) and FAR 6.302. Consequently, this procurement is not a Total Small Business Set-Aside. However, all responsible sources are encouraged to submit a capability statement, proposal, or quotation for consideration.
Response Requirements & Deadlines
- Commercial Item Interest: Interested persons identifying capability to satisfy the requirement with a commercial item must respond within 15 days of the notice publication (by May 22, 2026).
- General Capability Statements/Proposals: All other proposals or capability statements will be considered if received by June 4, 2026.
- Source Approval Request (SAR): Firms not already approved to manufacture this material must submit a SAR. However, this procurement will not be delayed for SAR approval.
