Quick Summary
The Department of the Army is conducting a Sources Sought to identify qualified Total Small Businesses capable of providing flooring modernization services at JBSA-Lackland Air Force Base, Texas. This requirement involves the removal of existing carpeting and the installation of new, durable athletic training mat flooring in two facilities: ATC5 and ATC6. Responses are due by April 8, 2026.
Scope of Work
The project requires a complete turnkey solution, including:
- Removal and Disposal: Existing carpeting, padding, and debris must be removed and disposed of off-site.
- Subfloor Preparation: Preparing the subfloor for new installation.
- New Flooring Installation: Installation of a one-piece, smooth, solid-grip, seamless, 13mm thick, blue speckled athletic training mat. This includes transitions and wall base. An "or equals" solution is acceptable, provided it is durable, shock-absorbing, heat-resistant (for Texas climate), and backed by a strong warranty (5-15 years).
- Site Cleanliness: Maintaining a clean work environment and removing all trash.
Performance & Special Requirements
- Quality: Finished flooring must be free of defects (bubbles, fraying, visible seams) and meet commercial standards.
- Warranty: Industry-standard warranty (approximately 5-15 years) is expected.
- Personnel: Installation must be performed by professional, trained personnel who can pass security checks and possess a valid state license for base entry.
- Logistics: Contractor is responsible for all materials, equipment, shipping, and labor.
- Coordination: A minimum of two weeks' notice is required for on-base work start, coordinating with the Install POC, Capt Derek Guedes. A post-award start-up meeting will finalize the schedule.
