Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire regular maintenance and service for the Vehicle Washrack at Davis-Monthan AFB (DMAFB), AZ, ensuring its proper operation and longevity.

• Provide all necessary tools, equipment, materials, personnel, and labor for vehicle washrack maintenance and repair services.

• Perform regular inspections to identify and address repairs, including leaks, worn parts, and general housekeeping.

• Maintain bay hoses, pumping systems, and PLC systems, making adjustments as needed.

• Analyze system performance using maintenance records to identify trends and recommend corrective actions.

• Check and maintain oil levels in pressure washer pumps, and perform quarterly oil changes.

• Ensure proper operation and dilution ratios for foamer and soap mixing systems.

• Service air compressors, drain tanks, and clean separators.

• Maintain the entire control system, including fuse replacement.

• Provide quotes for repair items found during Preventative Maintenance (PM) services.

• Offer additional training for operators as needed.

• Respond to unscheduled maintenance site visits, inspections, and repairs.

• Supply all materials and replacement parts required for monthly PM, including soaps, solutions, membranes, hoses, wands, salt, pump oil, and cell phone service for PLC monitoring.

• Scheduled Preventative Maintenance (PM) must be performed to manufacturer recommendations, ensuring the washrack operates safely and minimizing user disruptions.

• A written report detailing inspection findings, root causes, and actions taken/recommended is required after each site visit.

• Repairs made during scheduled PM are considered those consistent with normal usage, wear, and tear.

• Contractor shall develop and submit a PM schedule within 30 days of contract start.

• Respond to routine repair calls within 30 business days (troubleshooting via phone).

• Respond to emergency calls (unsafe conditions or complete shutdown) within 72 hours if notified before 9:00 a.m., or the following business day if notified after 9:00 a.m.

• Provide a minimum 1-year warranty for all parts and labor.

• Contractor must provide all necessary safety equipment and clothing.

• HAZMAT must be approved by the Hazardous Materials Pharmacy (HAZMART) on DMAFB; MSDS must be submitted.

• Contractor personnel must be qualified and certified technicians.

• Contractor employees must safeguard Government property and comply with base traffic laws, security searches, and prohibitions on weapons.

• Contractor personnel must maintain a professional appearance and communication.

• Government will provide water, electricity, security/fire services, and access to maintenance records.
