Statement of Work (SOW) / Performance Work Statement (PWS)

To repair and replace a damaged perimeter fence and columns located on the south portion of the Columbia VA Health Care System campus, adjacent to Old Woodlands Road. The project also includes repairing the privacy fence on the south side.

• Furnish all labor, tools, equipment, personnel, supervision, materials, supplies, management, logistics, and transportation.

• Repair and replace damaged fence sections and columns.

• Create new footings or foundations for fence columns as needed.

• Resod grass along the privacy fence within the limits of construction.

• Perform utility searches and markings before repair, noting a gas line near the damaged fence.

• Ensure fence materials match existing materials in function, form, and appearance.

• Strengthen and straighten fallen sections of the south fence.

• Comply with all construction drawings and specifications.

• Order required materials within 10 days after Notice to Proceed (NTP).

• Submit material samples (brick and fence) for government approval within 14 calendar days.

• Factor 3 – Price: Offerors must complete the price in full as a firm fixed price, including materials, labor, and supervision. Pricing will be evaluated for fairness and reasonableness.

Evaluation Method: Comparative evaluation in accordance with FAR 13.106-1. The Government reserves the right to award without discussions.

Special Case: If only one quote is received, it will be evaluated on its merits against all three factors, with price reasonableness determined per FAR 13.106-3.
