The Government may use other sources and reserves the right to contact unlisted references. Offerors with no relevant history will receive a neutral assessment.
• Factor 3 – Price: Offerors must complete the price in full as a firm fixed price, including materials, labor, and supervision. Pricing will be evaluated for fairness and reasonableness.

Evaluation Method: Comparative evaluation in accordance with FAR 13.106-1. The Government reserves the right to award without discussions.
