Scope of Work

This project requires furnishing all labor, tools, equipment, personnel, supervision, materials, supplies, management, logistics, and transportation to:

  • Repair and replace damaged perimeter fence sections and columns on the south portion of the campus, adjacent to Old Woodlands Road.
  • Install new security fencing and gates along the west, north, and east property lines.
  • Repair the existing privacy fence on the south side.
  • Create new footings or foundations for fence columns as needed.
  • Resod grass along the privacy fence within construction limits.
  • Perform utility searches and markings before repair, noting a gas line near the damaged fence.
  • Ensure all new fence materials match existing materials in function, form, and appearance.
  • Strengthen and straighten fallen sections of the south fence.
  • Comply with all construction drawings and specifications, including detailed architectural drawings for fence and column construction. Note: Disregard Bid Alternate 2.

Key Requirements & Performance

  • Period of Performance: 365 days from Notice to Proceed (NTP).
  • Work Hours: 7:00 AM to 4:30 PM (local time), Monday through Friday, excluding weekends and Federal Holidays.
  • Material Submissions: Order required materials within 10 days after NTP; submit material samples (brick and fence) for government approval within 14 calendar days.
  • Safety & Training: Adhere to stringent safety protocols, including securing tools, daily debris removal, masking policy in patient care areas, and providing proper signage. Superintendents must have 30-Hour OSHA Construction Training or 10-Hour OSHA Training, and a competent person certificate is required.
  • Wage Determination: Bidders must comply with prevailing wage rates and fringe benefits outlined in General Decision Number SC20260028 for Richland County, SC (Davis-Bacon Act).

Evaluation Criteria

Award will be based on a best value comparative evaluation (FAR 13.106-1), with Technical/Past Performance combined being equal to Price. The Government reserves the right to award without discussions.
