Key Requirements

• Source Approval: Mandatory engineering source approval by Naval Air Systems Command. Unapproved companies must submit a comprehensive Source Approval Request (SAR) by the solicitation's closing date, including configuration drawings, process/operation sheets, purchase orders for similar items, a detailed comparative analysis, and inspection method sheets.
• Inspection: 100% PCO mandatory inspection at source under DCMAO QAR surveillance. Critical characteristics require 100% inspection. Major and minor characteristics use a QAR-acceptable sampling plan (ANSI Z1.4, General Inspection Level II). Magnetic Particle Inspection applies. Final inspection requires 14-day advance notification to the buying office and NAWC Lakehurst.
• First Article Testing (FAT): Required per FAR 52.209-3. The contractor must present one unit of CAGE 30003, Part Number 3113AS1680-1, Revision T. The Government must be notified 14 days prior to testing. A First Article Test Report is due within 15 days of testing. Costs for re-tests due to disapproval are borne by the contractor. Production quantity must be manufactured at the same facility as the First Article.
• Waiver of FAT: Offerors may request a waiver if they have previously supplied identical, accepted production articles within three years from the same production location. A certification is required, and offerors should submit two prices (with and without FAT).
