Evaluation Criteria
Award will be made to the responsible offeror whose proposal is most advantageous to the Government, considering price and other factors. Non-price evaluation factors, which are significantly more important than price, are listed in descending order of importance:

Key Requirements & Testing
- First Article Approval (FAR 52.209-4): Required for new manufacturers. One unit of CAGE (80132) Part Number P069-6, latest revision, must be delivered within 120 calendar days for Government testing. The estimated cost for Government testing is $10,000, which will be added to offeror prices for evaluation.
- Waiver of FAT: Offerors may request a waiver if they have previously furnished identical production articles accepted by the Government or OEM within three years, using the same production location, facilities, processes, and subcontractors. Two prices (with and without FAT) must be submitted if requesting a waiver.
- Quality Assurance: Local Government QAR shall perform inspection. Containers will be inspected/received by DCMA/QAR.
- Unique Identification (UID): All containers must be affixed with a nameplate including UID marking per drawing (80132) 15930 and Mil-STD-130 latest revision.
- Packaging: MIL-STD 2073 packaging applies.
