This document provides responses to vendor questions regarding the Access Control System Project for the PR Army National Guard, USPFO Bldgs. at Camp Santiago, Fort Buchanan, and Salinas.

• System Connectivity: Access Control Panels at Bldg. 769 and 770 will be standalone systems and will not connect to the server at Bldg. 540. Two standalone systems are required for different locations and will not be networked.
• Workstation Clients: Two workstation clients are required (one for Buchanan and one for Salinas).
• Fire Alarm System: Contact for servicing the Fire Alarm System is 787-707-4911 (Fort Buchanan).
• Software Requirements: Software compliant with government federal requirements to read federal issue cards is necessary (e.g., HID piv Class or Identity One FIPSLink).
• Intercom: The SIP intercom will be Video/Audio.
• Cameras: Three cameras are included in the access control scope. Recording time is not necessary as the system functions as an intercom. The required resolution is at least 2MP. No Network Video Recorder is required; systems will be standalone with intercom functionality.
• Card Printing: One card printer is required for all three buildings (540, 770, and 769).
• Access Cards: Both the system's federal cards and additional cards (for visitors or damaged cards) must be supplied.
• Existing Pushbars: Information on existing pushbars and microswitches is not available; an on-site visit after contract selection is required.
• Cable Specification: Cable specification will be Cat6.
• Number of Doors: The SOW has been updated to reflect 4 double doors at Camp Santiago (total of 4 doors per installation).
• Wiring: Existing conduit pathways can be used if available; otherwise, conduit must be installed. Plenum-rated wiring may be required above drop ceilings.
• FIPS 201 Compliance: A dual-technology approach (Tri-Interface or Hybrid readers) is required, reading the Contactless Smart Card (13.56 MHz, DESFire EV2/EV3 or similar) interface of the PIV card. 125 kHz Proximity must not be used for PIV card authentication.

Several aspects of the SOW have been updated based on these clarifications, including the number of doors at Camp Santiago and the requirement for standalone systems. Bidders should review these changes carefully when preparing their proposals.

Statement of Work (SOW)

To strengthen access control to the USPFO-PR office, enhancing security by deterring and controlling authorized access, and ensuring the safety of employees and premises.

• Provide personnel, equipment, tools, materials, supervision, and quality control for an Access Control System (ACS) installation.

• Installation locations include USPFO-PR Warehouse (Building 540, Fort Buchanan) and Buildings 769 & 770 (Camp Santiago).

• The ACS must comply with FIPS 201 (current version 3) requirements, support Common Access Card (CAC) and CIV (PIV-C) cards, and feature two-factor authentication (CAC + PIN).

• Specific device requirements include proximity enablement, signature reading/verification, event logging, push-to-exit buttons, IP65 rating for exterior doors, and integration with fire alarm systems.

• Software requirements include full licensing for at least 100 devices, client for system administration, enrollment station, and compatibility with Windows Enterprise 11 or current government OS.

• Installation involves connecting ACS to designated servers/workstations at Fort Buchanan and Camp Santiago, installing control software, and configuring for management and reporting.

• Existing Biometric ACS and entry systems at buildings 540 and 769 are to be removed and returned to the Government.

• Period of Performance: 120 days from receipt of award, including preliminary and final inspections, configuration, and training.
