Scope of Work
The requirement involves providing all personnel, equipment, tools, materials, supervision, and quality control for the ACS installation. The system will include eleven (11) CAC reader units, reporting and management software, AMAG access control panels, power supplies, batteries, and HID PIV card readers with keypads. Door hardware and conduit will be installed as needed. The ACS must comply with FIPS 201 (current version 3), support two-factor authentication (CAC + PIN), and be compatible with government-issued cards. Access Control Panels at Buildings 769 and 770 will function as standalone systems, not connected to the server at Building 540. Two workstation clients are required (one for Buchanan, one for Salinas). The system must perform at 100% availability, and service calls require a response within 96 hours during the warranty period. Existing Biometric ACS and entry systems must be removed and returned to the Government.

Submission & Evaluation

Quotes will be evaluated based on initial responses, without discussions unless deemed necessary. Offerors must complete blocks 17A and 30 of the SF-1449, signing the offer and reflecting prices on CLIN 0001 and CLIN 0002. Only new items are accepted, covered by manufacturer's warranty. Offerors must have a CAGE code or UEI and be registered in SAM.gov prior to award and throughout performance.
