Purpose & Scope

This notice initiates dialogue with industry for the re-acquisition of A-E IDIQ contracts, anticipated to commence in June 2027. The 86th CES requires comprehensive A-E services for the design of various U.S. military buildings, structures, and facilities within the KMC area and potentially other U.S. European Command locations. Services encompass new construction, alterations, repairs, and rehabilitation across disciplines including Project Management, Architectural, Interior Design, Landscape Architecture, Cost Estimating, Civil, Structural, Mechanical, Electrical, Communications, Cybersecurity, Fire Protection, Environmental, Security Engineering, SCIF Planning, Geotechnical, Surveying, and High Altitude Electromagnetic Pulse (HEMP) expertise.

Contract Details

The government anticipates awarding up to eight (8) Firm-Fixed Price (FFP) IDIQ contracts. Each contract will have a base ordering period of five (5) years and one (1) five-year option period, with an estimated maximum contract value of $59,000,000. The work falls under NAICS Codes 541330 (Engineering Services), 541310 (Architectural (except landscape) services), and 541320 (Landscape Architectural Services). No set-aside is specified as this is market research.

Key Requirements

Firms must be located in Germany or have a branch in Germany. All submittal documents must be provided in both English (USA) and German, with English taking precedence in case of conflict; AI translation is not permitted. Adherence to HOAI (German fee schedule) and U.S. Forces regulations (UFC, UFGS, Military Standards, WBDG) is mandatory, with U.S. regulations applying if more stringent. A designated, English-speaking Project Manager is required. Specific expertise is needed for SCIF planning, CSSP/SSM, HEMP, Fire Protection, and Cybersecurity.
