The Short Selection Process utilizes FAR 36.202-4, where GSA will discuss with at least three firms, rank them, and negotiate price with the highest-ranked firm. Firms must have NAICS code 541310 (Architectural Services, $12.5M size standard) and/or 541330 (Engineering Services, $25.5M size standard).

Services requested include a broad range of Core Project Life Cycle Services (planning, pre-design, assessment, investigation, design, documentation, construction support, closeout) and Specialized Technical & System Design (MEP, building structure/envelope, safety, security, compliance). Key disciplines include Architecture, Engineering (Mechanical, Electrical, Structural, Civil, Plumbing), Historic Preservation, Fire Protection Engineering, Security, Space Planning, Cost Estimating, and BIM.

Submission Requirements

Interested firms must complete the online "Short Selection List - Submission Form" and then email a single PDF package (max 20MB, 30 pages) to the address specified on the form. The PDF file must use the naming convention: "2026 Submission - Firm Name - AE Shortlist CA AZ NV HI." Hardcopy submissions will not be considered. The package must include, in order:

  1. Cover letter outlining firm's specializations and capabilities.
  2. SAM Entity Overview Print Out (active SAM registration required).
  3. Standard Form 330 - Architect-Engineer Qualifications.
  4. Separate list of licensed professionals and their states of licensing. This shortlist is for the Architecture or Engineering Prime only; consultants are not part of this selection process.

Evaluation Factors

Submissions will be evaluated based on the SF330 and supplemental information, focusing on:

  • Team Capacity, Management, and Quality Control: Ability to manage task orders, sub-consultants, and customer agencies, along with formalized quality control processes.
  • Key Personnel Education and Qualifications: Licensing and specialized expertise (e.g., Qualified Fire Protection Engineer).
  • Past Performance: CPARS for government experience (max 3 most recent); lack of government experience will not negatively impact selection.

Contract Details

This is a Sources Sought notice for a Total Small Business Set-Aside. Contracts awarded from this list will be valued under the simplified acquisition threshold (currently $350,000). Fees for design services cannot exceed 6% of the ECCA.
