Beyond Economical Repair (BER) services are also required for units that cannot be repaired. The place of performance is Redstone Arsenal, AL.

Contract Details

  • Period of Performance: Two (2) years, divided into two ordering periods.
  • Quantities: Minimum of 130 units, with a maximum of 312 units (including 52 reserved for Foreign Military Sales).

  • Government Furnished Property (GFP): The government will provide 130 unserviceable NIU components. No Government Furnished Material (GFM), other than reparable assets and reusable containers, will be provided.

Eligibility & Submission

  • Set-Aside: This is a limited competition, restricted to Mission Systems Davenport, Inc. and The Boeing Company.
  • Proposal Due Date: June 1, 2026, 8:00 PM UTC (or 3:00 PM Central Daylight Time, as per original solicitation, with the latest amendment confirming the date).
  • Submission: Electronically to the designated points of contact. Proposals must remain valid for 180 days.
  • Pricing: Bidders must use the provided "AH-64 NIU Pricing Template.xlsx" to submit proposed prices for various CLINs, including Product Verification Audit (PVA), NIU (US and FMS), SCRAP, and CONTAINERS.

Evaluation & Requirements

Award will be made to the responsible bidder with the lowest total bid price. Evaluation will consider the total evaluated price (summing CLIN values for PVA and minimum/estimated quantities) as well as price reasonableness and unbalanced pricing.

  • Data Reporting: Compliance with Contract Data Requirements Lists (CDRLs) for Government Property Inventory, Shipping/Packaging Discrepancy, M&O Process Plan (Technical Report), and Logistics Product Data (TAMMS-A).
  • GFP Management: Mandatory use of the Total Asset Visibility – Contractor (TAV-C) capability and portal for tracking and managing Government Furnished Equipment/Materiel/Property.
  • IT Access: Adherence to the "ARMY IT USER ACCESS AGREEMENT" for any required system access.
  • Packaging: Strict adherence to detailed packaging specifications provided in Attachment 0001.
  • Technical Data: Note that technical data, including a Depot Maintenance Work Requirement (DMWR), is not available to the Government.
