This opportunity aims to address outdated and inefficient IT infrastructure by seeking solutions for secure, scalable, multi- and cross-domain IT transformation, encompassing core, edge, and cloud components. Key areas include:
- Assessment & Analysis Methodology for existing IT infrastructure.
- Proposed Future State Architecture (secure, scalable, resilient, including cloud and edge).
- Transition & Implementation Roadmap with KPIs and a detailed Statement of Work (SOW).
- Core Technical Capabilities & Approach (System Integration, Network Design, Multi-Solution Testing, Large-Scale Installation).
- Cybersecurity & Compliance Framework (RMF, C-SCRM, Classified Operations).

- Type: Firm-Fixed Price (FFP) contracts or agreements.
- Set-Aside: Service-Disabled Veteran Owned Small Business (SDVOSB).
- Overall CSO Open Until: February 26, 2031.
- Place of Performance: Primarily government-furnished facilities at AMC installations, including Scott Air Force Base, IL. Travel to various AMC installations may be required.
Submission & Evaluation
This is a Hybrid Two-Step Solicitation process for AOI 1:
- Step One: White Paper Submission: Offerors must submit unclassified White Papers including company information and a technical approach narrative. White Papers will be evaluated as "Selectable" or "Not Selectable" based on Technical Merit, Importance to Agency, and Price (all equal importance).
- Step Two: Detailed Approach (By Invitation Only): "Selectable" offerors will be invited to submit a detailed approach, including a technical approach, Performance Work Statement (PWS), project schedule, required government support, and a price schedule.
- Questions Due: April 10, 2026, 14:00 CST.
- White Paper Due: April 24, 2026, 14:00 CST.
- Evaluation Method: Scientific, technological, and/or other subject-matter experts peer review process.
- Validity: All responses to AOIs shall be valid for 180 calendar days.
Eligibility & Security Requirements
- Set-Aside: Responses accepted only from Service-Disabled Veteran Owned Small Businesses (SDVOSBS).
- Personnel Clearance: Minimum Tier 3 Security Investigation with "SECRET" eligibility, enrolled in Continuous Vetting.
- Facility Clearance: A "SECRET" facilities clearance is required.
- Compliance: Offerors must complete Annual Representations and Certifications in SAM.gov.
