Scope of Work

The Government intends to award multiple IDIQ contracts for general A-E services supporting Sustainment, Restoration, and Modernization (SRM) and other construction programs. Services may include, but are not limited to:

  • Planning, investigation, and design services
  • Preparation of studies, reports, cost estimates, and technical analyses
  • Development of construction drawings and specifications
  • Construction Phase Services (Title II)
  • Computer Aided Design and Drafting (CADD) services
  • Environmental and Infrastructure-related services

Projects will primarily involve facilities and infrastructure typical of military installations, including administrative, training, operational, and support facilities, as well as utility and infrastructure systems. Work may also include renovation, repair, alteration, and rehabilitation of existing and historic facilities.

Evaluation Criteria

Firms will be evaluated based on demonstrated competence and qualifications in accordance with FAR Subpart 36.6 (Brooks Act). Factors are listed in descending order of importance:

  1. Specialized experience and technical competence in A-E services for renovation, repair, alteration, and rehabilitation of facilities and infrastructure.
  2. Professional qualifications of key personnel.
  3. Past performance.
  4. Capacity to accomplish the work.
  5. Knowledge of the locality.
  6. Volume of prior Department of War work.

Factors 1-4 are considered most critical. Factors 5-6 are of lesser importance and may serve as discriminators.

Submission Requirements & Clarifications

Interested firms must submit a completed SF 330, Architect-Engineer Qualifications electronically in PDF format. Firms must be registered in the System for Award Management (SAM) to be eligible for award.

Project Experience (SF 330, Section F): Firms should submit recent (past five years) and relevant project experience demonstrating qualifications. Projects should be similar in scope, size, and complexity, highlighting multidisciplinary design, construction documentation, coordination, and DoD experience. Greater consideration may be given to projects involving renovation and modernization of existing facilities in occupied or operational environments.
