This presolicitation notice is for the submission of SF330 Architect-Engineer Qualification Packages, not a request for proposals. The Government intends to award up to three IDIQ contracts for general A-E services supporting Sustainment, Restoration, and Modernization (SRM) and other construction programs. Services may include:
- Planning, investigation, and design services
- Preparation of studies, reports, cost estimates, and technical analyses
- Development of construction drawings and specifications
- Construction Phase Services (Title II)
- Computer Aided Design and Drafting (CADD) services
- Environmental and Infrastructure-related services
Projects will primarily involve facilities and infrastructure typical of military installations, including administrative, training, operational, and support facilities, as well as utility and infrastructure systems. Work may also include renovation, repair, alteration, and rehabilitation of existing historic facilities.
Contract Information

Eligibility & Evaluation
- Set-Aside: 100% Small Business Set-Aside (NAICS 541330 – Engineering Services, size standard $25.5M). Prime offerors must qualify as Small Businesses; subconsultants do not need to be Small Businesses.
- Selection Process: Firms will be evaluated based on demonstrated competence and qualifications in accordance with FAR Subpart 36.6. The most highly qualified firms will be selected for negotiation.
- Evaluation Criteria (Descending Order of Importance):
- Specialized experience and technical competence in A-E services for renovation, repair, alteration, and rehabilitation of facilities and infrastructure.
- Professional qualifications of key personnel.
- Past performance.
- Capacity to accomplish the work.
- Knowledge of the locality.
- Volume of prior Department of War work (within the past five years). (Factors 1-4 are considered most critical; 5-6 are discriminators.)
Submission Requirements
- Required Document: Completed SF 330, Architect-Engineer Qualifications.
- Project Experience (SF 330, Section F): Submit recent (past five years) and relevant projects demonstrating qualifications in planning, design, and execution of renovation/repair/alteration/modernization. Highlight multidisciplinary design, construction documents, coordination, DoD/government experience, and ability to perform in varying conditions. Clearly identify scope, firm's role (prime/sub), project details, dates, and relevance. Greater consideration for projects involving renovation/modernization in occupied/operational environments.
- SF330 Part II: A separate SF330 Part II should be submitted for each firm proposed as part of the team, including subconsultants. For firms with branch offices, Part II should be completed for the specific branch office seeking work.
