Submission Requirements

Interested and qualified Small Business firms must submit a complete Standard Form 330 (SF330) package electronically via DoD SAFE. Firms must request a unique DoD SAFE link from the Contracting Officer or Contract Specialist. Strict page limitations apply:

  • Total SF330 Part I: 60 pages.
  • SF330 Part II (Prime): 1 page.
  • SF330 Part II (Prime's Non-Local Offices): 1 page per office.
  • SF330 Part II (Teaming Partners): 1 page per partner.
  • Section F (Example Projects): Maximum 10 projects, 2 pages per project (total 20 pages).
  • Section H (Past Performance): Maximum 10 projects, 1 page per project (total 10 pages).
  • Section E (Resumes of Key Personnel): Maximum 20 pages (1 page per person), including an Urban Planner.
  • Teaming Agreements are excluded from page counts. A completed Past Performance Questionnaire (PPQ) is also required.

Evaluation and Selection Process

This acquisition follows Qualifications-Based Selection (QBS) procedures (Brooks Act, FAR Part 36.2). The Government will evaluate SF330s without considering price. Primary Evaluation Criteria (Equal Importance): Professional Qualifications and Experience, Specialized Experience and Technical Competence, Capacity, Past Performance, Knowledge of the Locality, and Computer Aided Drafting and Design Capability. Note: For a "Highly Qualified" rating under Criterion 1, primary disciplines are expected to be staffed by direct employees of the prime firm. Firms relying on consultants for primary disciplines may be less competitive. The process involves evaluating SF330s, down-selecting to the top three firms for interviews, selecting the top firm, and then issuing a formal Request for Proposal (RFP) for pricing.
