Opportunity Overview
This IDIQ contract will provide comprehensive A-E services, including Title I (investigative, analysis, and design) and Title II (construction project oversight) services. The scope encompasses master planning, engineering studies, design for new vertical construction, major facility renovations, and infrastructure systems (electrical, mechanical, civil). Projects will primarily be located at Edwards AFB, CA, and Air Force Plant 42 in Palmdale, CA. Task orders will be Firm-Fixed-Price (FFP), with a maximum value of $5,000,000 per task order. The contract duration is a 5-year IDIQ, estimated from April 1, 2026, to March 31, 2031. The initial seed project PWS is being changed, and a revised seed project will be posted.
Submission Requirements
Interested and qualified Small Business firms must submit a complete SF330 package electronically via DoD SAFE. Firms must request a unique DoD SAFE link by emailing both the Contracting Officer and Contract Specialist. Page Limitations (strictly enforced):
- Total SF330 Part I: Shall not exceed 60 pages.
- SF330 Part II (Prime): Limited to one (1) page.
- SF330 Part II (Prime's Non-Local Offices): One (1) additional Part II page per office.
- SF330 Part II (Teaming Partners): One (1) additional Part II page per partner.
- Section F (Example Projects): Up to 10 projects, with a maximum of 2 pages per project (total 20 pages).
- Section H (Past Performance): Up to 10 projects, with a maximum of 1 page per project (total 10 pages).
- Teaming Agreements are excluded from page limits. A Past Performance Questionnaire (PPQ) is also required and has been uploaded to the RFQ.
Evaluation and Selection Process
This acquisition follows Qualifications-Based Selection (QBS) procedures under the Brooks Act (FAR Part 36.2). Price will not be considered in the initial selection. Firms will be evaluated based on their SF330 submissions. Primary Selection Criteria (Equal Importance): Professional Qualifications and Experience, Specialized Experience and Technical Competence, Capacity, Past Performance, Knowledge of the Locality, and Computer Aided Drafting and Design Capability. Secondary Selection Criteria (Tie-breakers): Location and Average Volume of Federal Work. For a "Highly Qualified" rating under Criterion 1, primary disciplines must be staffed by direct employees of the prime firm. Firms relying on committed consultant partners for primary disciplines may be less competitive. The top three rated firms will be interviewed, and the highest-ranked firm will receive a formal Request for Proposal for full proposal and pricing.
