Contract Details

Contracts awarded under this CSO will generally be fixed-price and follow FAR Part 12 Commercial Item Procedures. The period of performance for solution briefs or Commercial Solution Proposals (CSPs) is typically no greater than 12 months, unless an AoI specifies otherwise. This CSO is not an obligation to award a contract, and awards are subject to fund availability and successful negotiations.

Submission & Evaluation

The CSO employs a phased evaluation process:

  • Phase 1: Solution Brief: Submission of a written brief (max 5 pages/15 slides) detailing the company, technology concept, and rough order of magnitude (ROM) price.
  • Phase 2: Presentation/Pitch (if applicable): Invited companies present technical and business viability.
  • Phase 3: Commercial Solution Proposal (CSP): Invited companies submit detailed technical and price proposals. Evaluation criteria include responsiveness, technical merit, funding availability, relevancy, uniqueness, risk, viability, and price fairness. Solutions received after specified deadlines for individual AoIs will not be evaluated.

Eligibility & Set-Aside

Both traditional and non-traditional defense contractors are eligible to submit solutions. Small business concerns are defined per the Small Business Act. Foreign-Owned businesses may participate independently or in teaming arrangements. Selected companies must be registered in the System for Award Management (SAM.gov) to receive an award. There is no specific set-aside for the overall CSO.

Several specific AoIs are currently active under this CSO, each addressing distinct modernization needs at Red River Army Depot:

  • Fixture Removal BFVS Hull (A001): Innovative systems for faster, safer removal of fixtures from Bradley Fighting Vehicle System hulls. Deadline: November 20, 2025.
  • AS9100 Strategic Partner (A003): Expert guidance for AS9100 certification, including gap analysis, QMS implementation, and audit preparation. Deadline: November 20, 2025.
  • Track Pin and Bushing Manufacturing (A004): Design, manufacture, and installation of an organic track pin and bushing manufacturing process. Deadline: December 31, 2025.
  • Power Pack Interface & Test Sets (A005): Design, manufacture, and installation of two Power Pack Interface & Test Sets for improved testing of vehicle power packs. Deadline: December 31, 2025.
  • Advanced Manufacturing Acceleration (A007): Scalable advanced manufacturing solutions for domestic component production and OIB-sited scalable production. Deadline: January 29, 2026.
  • Camera Monitoring System (A002): Solutions to replace or refurbish the vehicle test track's lightning-damaged camera monitoring system. Deadline: January 31, 2026.
  • Supplemental Labor Management (A008): Centralized, efficient management solutions for supplemental labor across multiple depots/arsenals. Deadline: February 25, 2026.
  • Blast Booth 364 (A006): Innovative solutions to upgrade a media blasting booth with an auger and elevator system for improved media reclamation. Deadline: February 26, 2026.
  • DSB ATLAS Crane (A009): Commercial solutions for comprehensive lifecycle support (technical support, training, part identification) for the ATLAS Crane system. Deadline: May 01, 2026.
  • T-158 Pin Bushing Press (A010): Acquisition of a T-158LL Track Shoe and Pin Assembly Press for efficient insertion of rubberized pin bushings. Deadline: June 10, 2026.
