Quick Summary
The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) has issued an Army Open Solicitation (AOS) to rapidly acquire and deliver innovative commercial and research & development solutions to the Warfighter. This perpetual solicitation aims to enhance Army lethality, revive the industrial base, and accelerate the adoption of advanced commercial technology across all Army Mission Areas. The default approach utilizes Commercial Solution Opening (CSO) with Other Transaction (OT) authorities, alongside various FAR and 10 U.S.C. authorities.
Scope of Work
The AOS seeks innovative solutions and capabilities to fulfill requirements, close capability gaps, or provide technological advancements. This includes basic research, applied research, advanced technology development, prototypes, and incidental production. The scope covers a broad range of "Army Example Areas," such as Intelligence, Electronic Warfare, Sensors, Army Enterprise Business Solutions, Tactical Communications, Soldier Equipment, Ground Combat Systems, Missiles and Space, Simulation Training, Aviation, Supply Chain, Installation Support, Advanced Manufacturing, Army Test and Evaluation, and Data Engineering and Software. Procurements subject to the Software Acquisition Pathway (SWP) are also highlighted.
Contract & Timeline
This is an open solicitation that will remain active indefinitely until canceled by the U.S. Army. Awards may be made as contracts or Other Transactions (OTs), with iterative prototyping as a supported development methodology. Successful prototypes may lead to follow-on production contracts or OTs. While the AOS is perpetual, individual "Call for Solutions" will have specific, limited response periods. The latest amendment was posted on March 26, 2026.
Submission & Evaluation
Interested parties can respond via two primary methods:
- Active Capability Gap (ACG): Industry partners submit solution briefs addressing specific Army Example Areas. The ACG process involves up to three phases: a mandatory Solution Brief (limited to 5 written pages or 15 slides), an optional Live Pitch, and an optional Solution Proposal. Solution Briefs are evaluated on Technical Merit, Schedule, and Viability.
- Call for Solutions: The Government will issue specific "Calls" as amendments on SAM.gov for particular needs. These Calls will detail their own submission requirements, evaluation procedures, and timelines, independent of the ACG process.
Eligibility requires companies to have a Unique Entity ID (UEI) and be registered in SAM and Wide Area Work Flow. Companies must represent their small business size and status, be responsible, and not be suspended or debarred. Non-Government advisors may be used in evaluations, requiring NDAs. The Government does not fund solution brief or proposal preparation costs.
Additional Notes
The solicitation document and Attachment 1 are frequently updated, with revisions highlighted in yellow. Request for Information (RFIs) posted under AOS are for market research only and do not guarantee a subsequent Call for Solution. Contact: usarmy.apg.acc.mbx.army-open-solicitation@army.mil
