Quick Summary
The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) has issued an Army Open Solicitation (AOS), a continuous special notice seeking innovative commercial technologies and research & development solutions across all Army Mission Areas. The AOS aims to enhance Army lethality, revive the industrial base, and rapidly deliver capabilities to Warfighters. This solicitation remains open indefinitely, allowing for both continuous Active Capability Gap (ACG) submissions and specific Calls for Solutions.
Purpose & Scope
The AOS is designed to accelerate the adoption of advanced commercial technology, transform Army capabilities, and grow the industrial base. It seeks solutions that fulfill requirements, close capability gaps, or provide innovative technological advancements. The scope is broad, covering numerous "Army Example Areas" including, but not limited to:
- Intelligence, Electronic Warfare, and Sensors
- Army Enterprise Business Solutions
- Tactical Communications
- Soldier Equipment
- Ground Combat Systems
- Missiles and Space
- Simulation Training and Instrumentation
- Aviation
- Supply Chain and Logistics
- Installation Support and Innovation
- Advanced Manufacturing
- Army Test and Evaluation
- Data Engineering and Software (including MOSA, Digital Engineering, Cybersecurity, SCRM, Kill Chain Resilience)
Submission Methods
Vendors can respond via two primary methods:
- Active Capability Gap (ACG): Industry partners can continuously submit Solution Briefs addressing Army Example Areas. This process involves up to three phases: Solution Brief (mandatory, 5 pages/15 slides), Live Pitch (optional), and Solution Proposal (optional). Detailed procedures are outlined in "Attachment 1 - AOS Active Capability Gap (ACG) Procedures."
- Call for Solutions: The Government will issue specific, time-limited "Calls" for particular needs, posted as amendments on SAM.gov. Each Call will specify its own submission requirements, evaluation criteria, and timelines, independent of ACG procedures.
Contract Details & Authorities
The AOS utilizes various authorities, including FAR, DFARS, and 10 U.S.C. (§4021, §4022, §3458) for research projects, prototype projects, and acquiring innovative commercial products/services. The default approach is to use Commercial Solution Opening (CSO) with Other Transactions (OTs), but awards may also be FAR-based contracts (Fixed Price, Fixed Price Incentive, Cost Type). Iterative prototyping is supported, and successful prototypes may lead to follow-on production contracts or OTs.
Eligibility & Evaluation
This opportunity is open to all responsible entities, including small businesses and non-traditional defense contractors. Companies must have a Unique Entity ID (UEI) and be registered in SAM. For ACG submissions, Solution Briefs are evaluated on Technical Merit, Schedule, and Viability. The Government does not fund the preparation of solution briefs or proposals. Non-Government advisors may be used in evaluations, subject to NDAs.
Key Dates & Contacts
The Army Open Solicitation will remain open in perpetuity until canceled. However, individual Calls for Solutions will have specific, limited response periods.
