Sources Sought Synopsis

The 42d Contracting Squadron is issuing this sources sought synopsis to gather information from industry regarding wireless microphone systems for BLDG 1401 at Maxwell AFB. This is not a solicitation, and no contract will be awarded based on this notice. The government is seeking to finalize its acquisition strategy.

Respondents are asked to provide the following:

• General Information: Company name, address, POC, contact details, business type (small, 8a, woman-owned, etc.), CAGE Code, DUNS Number, and the NAICS code (primarily 334310) under which they typically provide similar requirements.

• Commercial Terms: Any customary commercial contract terms that could enhance contract effectiveness.

• Capabilities: Confirmation of ability to meet the requirements in the draft PWS, supporting documentation for product availability, and capability to provide specified brand name products or "or equal" alternatives with product name and specifications.

• No Quotes: Do not submit quotes, as this is a sources sought only.

• Proprietary Information: Avoid submitting competition-sensitive or proprietary data.

• No Reimbursement: Costs incurred in responding will not be reimbursed.

• No Return of Information: Submitted information will not be returned.

• Oral Submissions: Oral responses will not be considered.

Statement of Work (SOW) / Performance Work Statement (PWS)

This PWS outlines the requirements for a turnkey refresh of the existing wireless microphone system in Jones Auditorium, Air War College (AWC), Building 1401, Maxwell Air Force Base, Alabama. The goal is to replace the end-of-life system with a modern, digitally encrypted, Audio-over-IP (AoIP)-capable solution to support high-visibility instructional and ceremonial use.

• System Provisioning: Furnish and install a complete professional-grade wireless microphone system, including digital wireless receivers, bodypack and handheld transmitters, lavalier microphones, wall-mounted antennas, cabling, dual docking battery chargers, rechargeable batteries, and Dante AVIO adapters. All components must be new and professional/broadcast quality.

• Installation & Integration: Deliver, install, terminate, label, and test all equipment. Integrate the new system with the existing AV infrastructure, perform necessary electrical work, and coordinate with base agencies. Minimize disruption to AWC operations.

• Logistics: Deliver to Air War College, Building 1401, Maxwell AFB, AL. Deliveries M-F, 0800-1600. No loading dock available. Contractor is responsible for unloading and transporting removed government equipment to Building 1154.

• Training: Provide on-site training (4 sessions, 2 hours each) for up to 10 AWC personnel on system operation, configuration, maintenance, and troubleshooting.

• Documentation: Provide equipment manuals, warranty documentation, accreditation/security documentation, and support contacts.

• Cleanup: Remove all debris and packaging, leaving the site clean and operational.

• The system must support seamless operation, utilize secure/digitally encrypted wireless technology, be compatible with Dante AoIP, and provide reliable performance.

• Compliance with Trade Agreements Act (TAA), DoD/USAF cybersecurity (as applicable), National Electrical Code (NEC), plenum-rated cabling, and professional-grade AV equipment standards.

• Acceptance contingent upon successful system testing, documentation delivery, and training completion.

• Warranty: OEM standard manufacturer warranties, a 90-day installation warranty, and a one-year on-site service warranty (parts and labor) with a one-business day response time. Contractor must warrant existing integrated government equipment for one year.

• Place: Jones Auditorium, Air War College, Building 1401, Maxwell Air Force Base, Alabama.

• General: No refurbished equipment is authorized. Contractor is responsible for all materials, tools, and personnel.

• Installation Access & Security: Contractor personnel must comply with Maxwell AFB installation access requirements, including obtaining base identification/vehicle passes, adhering to REAL ID Act requirements, and submitting to vehicle inspections. Specific notification responsibilities to the Contracting Officer are detailed.

• On-Base Conduct: Adherence to base traffic laws, cellular phone policy (hands-free only while driving), and restrictions on establishing contractor IT systems/networks without permission. Strict prohibitions on firearms, ammunition, and illegal weapons on base.
