Quick Summary
The Department of the Air Force, 557th Software Engineering Squadron (SWES), is soliciting proposals for the design, testing, purchase, and delivery of B-2 Test Program Set Interface Test Adapters (ITAs). This Total Small Business Set-Aside opportunity seeks to acquire ITAs for use with the new TITAN receiver on the Common Organizational Level Tester (COLT). Proposals are due by June 3, 2026.
Scope of Work
The contractor will be responsible for developing and constructing first articles for the Powered RLA Interface Box (PRIB), SBRA Interface Box (SIB), and BRU-44 Cable. Full-rate production of these ITAs is contingent upon successful Qualification Testing of first articles and Acceptance Testing by Government Points of Contact (GPOCs). The ITAs will replace existing interface adapters, ensuring continuity of service and compatibility with APEX Connectors and the TITAN Receiver.
Key Requirements & Deliverables
Design requirements include utilizing government-provided drawings, interfacing with the COLT via a MAC Panel TITAN Receiver with specific clearance, and using U.S. Customary System of Units. ITAs must be environmentally sealed against dust, water, sand, and Foreign Object Debris (FOD), with parts sourced domestically or from Trade Agreement Act compliant countries. Specific material and dimension requirements apply to the PRIB and SIB enclosures.
Testing involves Qualification Testing (Electrical, Environmental, Shock per MIL-STD-810H) and Acceptance Testing (Electrical, Physical, TPS Testing by GPOCs).
Key Deliverables (CDRLs) include:
- Contractor's Personnel Roster (CDRL 001)
- Preliminary Technical Data Package (CDRL 002)
- Design Review Presentation (CDRL 003)
- Qualification Test Reports (CDRL 004)
- Final Technical Data Package (CDRL 005)
- Project Residuals (CDRL 006)
Contract Details & Timeline
This is a Firm-Fixed Price Combined Synopsis/Solicitation, issued as a Request for Quote (RFQ) under FAR Part 12. The acquisition is a 100% Small Business Set-Aside. Evaluation will be based on "Best Value to the Government," considering price and other factors.
- Proposal Due Date: June 3, 2026, 8:00 PM EDT.
- Design Review: Within 45 business days of contract award.
- First Articles Production: Within 60 business days of GPOC acceptance.
