Submission & Evaluation
This is a two-phase process:
- Phase One: White Papers (WPs) – Submitted via the Joint Communications Marketplace (JCM) site. WPs are evaluated for technical merit, relevance, and funding availability. The BAA allows for WP submittals at any time, but specific "calls for WP" may be issued with defined due dates.
- Phase Two: Proposals – By invitation only, for offerors whose WPs are selected. This phase may include a technological demonstration. Proposals are evaluated on scientific/technical merits, DoD mission contributions, program management, cost realism, and intellectual property.
Note: Offerors must submit a WP and receive an invitation to be eligible for proposal submission and award. The Government reserves the right to fund all, some, one, or none of the WPs or proposals.
