Quick Summary

The U.S. Army Futures Command (AFC), C2 Cross-Functional Team (C2-CFT) has issued a Broad Agency Announcement (BAA) (BAA-25-R-C2CFT) for research and development (R&D). This BAA, open until March 23, 2030, seeks innovative solutions to modernize the Army's tactical network and address critical challenges in command and control. However, as of April 1, 2026, the Government is no longer pursuing requirements associated with TEM 14, which included Topic Areas 1, 2, and 3. While these specific calls are cancelled, the overarching BAA remains active for future R&D interests.

Scope of Work

The BAA broadly covers R&D in four C2-CFT focus areas:

  • Unified Network: Ensuring available, reliable, resilient, and transport-agnostic network capabilities.
  • Common Operating Environment: Developing simple, intuitive mission command capabilities.
  • Joint Interoperability/Coalition Accessible: Enhancing interaction between Army Forces and Joint/Coalition partners.
  • Command Post Mobility/Survivability: Improving command post deployment readiness, reliability, mobility, and survivability.

Proposed technologies should be at Technology Readiness Level (TRL) 6 or higher, focusing on basic research, applied research, or advanced technology development, not specific system/hardware procurement.

Contract & Timeline

  • Type: Broad Agency Announcement (BAA-25-R-C2CFT)
  • Duration: Open for five years from original issue (March 24, 2025) through March 23, 2030.
  • Contract Vehicles: May result in FAR-based contracts, Other Transaction (OT) for Prototype, cooperative agreements, or OT for Research.
  • Published: April 1, 2026 (latest update).

Submission & Evaluation

This is a two-phase process:

  1. Phase One: White Papers (WPs) – Submitted via the Joint Communications Marketplace (JCM) site. WPs are evaluated for technical merit, relevance, and funding availability. The BAA allows for WP submittals at any time, but specific "calls for WP" may be issued with defined due dates.
  2. Phase Two: Proposals – By invitation only, for offerors whose WPs are selected. This phase may include a technological demonstration. Proposals are evaluated on scientific/technical merits, DoD mission contributions, program management, cost realism, and intellectual property.

Note: Offerors must submit a WP and receive an invitation to be eligible for proposal submission and award. The Government reserves the right to fund all, some, one, or none of the WPs or proposals.

Eligibility / Set-Aside

This is an open competition. The BAA encourages participation from industry, educational institutions, small businesses, and small disadvantaged business concerns. No specific set-aside is designated.

Additional Notes

All submissions must be unclassified. Interested parties should monitor SAM.gov and the JCM site for future amendments or new calls for white papers. Technical questions and clarifications should be submitted via the JCM site, referencing BAA-25-R-C2CFT.
