Submission Process
This is a hybrid, two-phase BAA. Phase I involves the submission of White Papers (WPs), which can be submitted at any time while the BAA is open. The Government may also issue specific "Calls for White Papers" (CfWPs) for particular topics. Phase II is by invitation only, where selected offerors from Phase I may be invited to provide technological demonstrations and/or submit full proposals for award consideration. All WP submissions and technical questions must be submitted via the Joint Communications Marketplace (JCM) site.
White Paper Requirements
WPs must adhere to specific formatting and content guidelines, including:
- Maximum eight (8) pages.
- Proposed technology must be at Technology Readiness Level (TRL) 6 or higher.
- Rough Order of Magnitude (ROM) cost broken out by a 12-month base period and a 12-month option period.
- Compliance with the BAA Compliance Checklist.
Contract Details
The Army reserves the right to award various contract types, including FAR-based contracts, Other Transaction (OT) for Prototype, cooperative agreements, or OT for Research, depending on the effort's specifics. Awards are subject to funding availability.
