Purpose & Scope
The experiment aims to identify and explore AI algorithms for a multi-technology AI tool, the "AI Analyst," to enhance the Army's decision-making process. Proposed solutions should address one or more of sixteen specific intelligence tasks, including preparing intelligence annexes, building Modified Combined Obstacles Overlays (MCOO), producing Courses of Action, conducting Battle Damage Assessments (BDA), performing Pattern and Link Analysis, and producing collection plans. The focus is on determining the best AI algorithms, identifying limitations, understanding algorithm interaction, and assessing data processing speed and efficiency.
Submission Requirements
Interested parties capable of prototyping and demonstrating emerging AI capabilities for the specified focus areas must submit:
- A whitepaper not exceeding 10 pages, in Microsoft Word or .pdf format, single-spaced, 12-point font, 1-inch margins. It must be UNCLASSIFIED and include correct CUI markings.
- A one-page PowerPoint technology quad chart depicting the capability, description, objectives, and point of contact.
- A completed ITDX 26 Data Sheet (Appendix A), clearly outlining the focus area(s) addressed.
Planning Timeline
- Phase 1: Technology Selection: Begins with BAA receipt, ends with vendor notification (approx. August 2026).
- Phase 2: Technical Integration: Selected partners work with ICED SMEs to design demonstrations.
- Phase 3: Execution: Approximately September 7-18, 2026, at the experiment site (Fort Huachuca, AZ).
- Phase 4: Evaluation and Reporting: Post-experiment data collection and report publication.

This BAA is for informational and planning purposes only; no award will be made. The Government will not be liable for costs incurred in response. Contractor personnel may provide administrative assistance, but federal employees will conduct actual reviews and evaluations. Support contractors are bound by NDAs.
