Submission & Evaluation
Offerors must submit pricing as requested in Attachment B - Schedule of Items, along with a technical acceptability proposal and current representations and certifications. Submissions must be emailed to lawrence.jackson@usda.gov with separate attachments for Price and Representations/Certifications (Microsoft Word, Excel, or Adobe PDF format). Quotations will be evaluated using the Lowest Price Technically Acceptable (LPTA) criteria. Only the lowest-priced offer will be evaluated for technical acceptability. Past performance will be assessed as acceptable or neutral. Tradeoffs will not be conducted. Invoices are to be submitted via the Department of Treasury's Invoice Processing Platform (IPP).
