This document is a Sources Sought notice issued by the Department of the Air Force, Space Base Delta 1, Buckley Space Force Base (BSFB) for market research purposes. The 460th Contracting Squadron is seeking information from vendors to determine the availability of qualified contractors to provide specific material packages.

The government is interested in three distinct material packages, to be provided as a single, consolidated delivery:

• ITEM 0001: Elbow and Pipe Repair Package
• ITEM 0002: Pipe Freezing Kit
• ITEM 0003: Carbon Fiber Composite Reinforcement Package

All materials must be new, commercial-off-the-shelf (COTS), and conform to the salient characteristics outlined in an attached Statement of Need (not provided in this document). The notice also lists a broad range of other potential products and equipment, including HVAC and plumbing supplies, that must meet government requirements for Energy Star or Federal Energy Management Program (FEMP)-designated products, and/or use non-ozone depleting substances.

Vendors are requested to provide responses to the following:

• Fastest delivery time to Buckley SFB (within 14 days of order).
• Appropriate NAICS code.
• Required certifications for equipment use/installation.
• Availability on pre-priced contract vehicles (e.g., GSA schedule).
• Warranty information (standard and extended).
• Company details (name, address, POC, CAGE/DUNS).
• Confirmation of authorized reseller status.
• Clarification on requirement clarity.
• Rough Order of Magnitude (ROM).
• Confirmation if 14 days is sufficient for work completion.

Statement of Need

To procure specialized materials for the maintenance and integrity of the cooling water system at Buckley Space Force Base, specifically within the Mission Delta 4 (MD4) Restricted Area. This is a one-time, large-scale purchase to address expected leaks and proactively fortify the system to ensure uninterrupted mission operations.

The contractor is required to provide three distinct material packages as a single, consolidated delivery:

• Elbow and Pipe Repair Package: Contains various carbon steel pipe repair clamps (straight and elbow types in 3", 4", 6", 8", and 10" sizes). All clamps must withstand a minimum of 80 PSI water pressure, be corrosion resistant or coated, and comply with ASME PCC-2, ISO 24817, and/or ASME B13 standards.
• Pipe Freezing Kit: A permanent tool for the maintenance shop, capable of freezing stationary water using CO2 or LN₂ to isolate pipe sections. It must be able to form dry ice at -109°F or colder and include necessary components for pipes ranging from 3" to 10" in diameter, including high-pressure hoses (at least 16 ft) and cylinder valve adapters. Compliance with ASME PCC-2, ISO 24817, and/or ASME B13 standards is required.
• Carbon Fiber Composite Reinforcement Package: A field-saturated composite system for sealing leaks in steel pipes (3" to 10" diameter) in hoop and axial directions. It includes carbon fiber cloth, epoxy, filler material, and surface preparation equipment (SSPC-SP 10 or equivalent). It must operate at up to 200°F and comply with ASME PCC-2, ISO 24817, and/or ASME B13 standards.

Delivery is required no later than 14 days after receipt of order (ARO). Delivery location is Buckley Space Force Base, Aurora. Specific entry procedures for drivers are detailed.

All materials must be new and commercial-off-the-shelf (COTS). The contractor must provide a delivery driver authorized to enter the base. Government personnel will inspect items for conformance with specifications. The government will provide base access support for the driver 2 weeks in advance.
