Scope of Work
The requirement is for dedicated, symmetrical Internet bandwidth delivered via fiber connection to the Government demarcation point. Key deliverables include:
- Dedicated Internet bandwidth in 10 Mbps increments, up to 1000 Mbps (1 Gbps) total.
- Optional redundant circuits with the same technical specifications.
- Circuit installation and service activation.
- Service Level Agreement (SLA) with <= 0.5% packet loss and 99.9% availability.
- Provision of a minimum /26 subnet static Public IP addresses.
- No Network Address Translation (NAT), filters, or proxies; allow customer VPN encryption devices.
- Network devices must not be from ZTE, Huawei, Xiaomi, or affiliated brands.
- 7x24x365 service support.
- A project manager fluent in English and an established business presence in Indonesia are required.
Contract Details
- Contract Type: Firm-Fixed-Price Indefinite Quantity/Indefinite Delivery (IDIQ).
- Ordering Period: A 12-month base period with four (4) 12-month option periods.
- Minimum Order: 50 Mbps during the base year.
- Maximum Order: 1,000 Mbps across all task orders.
- Payment: Firm Fixed Price (FFP) per month in Indonesian Rupiah. Value Added Tax (VAT) will be priced separately.
- Set-Aside: Unrestricted.

- Quotations Due: May 18, 2026, at 04:00 PM Jakarta Time.
- Submission Method: Electronically to JakartaPCUBidding@state.gov. Submissions must be in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, with individual file sizes not exceeding 30MB.
- Required Documents: SF-1449, Section I Pricing, Section 5 Representations and Certifications, additional information per Section 3, completed IRS Form W-14, proof of SAM Registration, and Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire and Attestation Form.

Offerors must complete Attachment 2, C-SCRM Questionnaire, and Attachment 1, State Department Secure Software Development Attestation Form, or equivalent third-party assessments. DBA insurance is mandatory. The contract is exempt from certain foreign taxes, including VAT, under the Vienna Convention.
