Quick Summary

The Defense Logistics Agency (DLA) Aviation at Warner Robins, GA is soliciting for a C-5 Avionics Regulated Transformer Rectifier Unit (RTRU) 400 AMP. This is a sole source acquisition, intended to be awarded to GE Aviation (CAGE 19623), as the Government does not own the necessary data rights (IAW FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The opportunity is for a Requirements Indefinite Delivery Contract (IDC). Proposals are due by June 1, 2026.

Scope of Work

This acquisition seeks the manufacture, inspection, testing, and delivery of RTRU 400 AMP assets (NSN: 6120-01-524-9044UC, P/N: 716340-1) for the C-5 aircraft. The RTRU provides regulated +28 Volts Direct Current (VDC) at 400A maximum. The contractor will provide a Form, Fit, Function, and Interface (F3I) production flight-ready unit, addressing Diminishing Manufacturing Sources and Material Shortages (DMSMS) and obsolescence issues. A key deliverable is one (1) production first article flight-ready unit within 3 months of contract award for validation. The Best Estimated Quantity (BEQ) for production units is 58, with a requested delivery of 38 weeks ARO.

Contract Details

  • Type: Requirements Indefinite Delivery Contract (IDC)
  • Duration: One (1) basic year plus four (4) one-year options, totaling five (5) years.
  • Set-Aside: None (Sole Source to GE Aviation).
  • Place of Performance: Primarily contractor's facilities, with flight or integration testing potentially at a USAF installation.

Submission & Evaluation

  • Proposal Due: June 1, 2026. This deadline was extended via Amendment 0002.
  • Bidders must submit pricing using the provided Pricing Matrix, detailing unit prices for specific quantity ranges across multiple contract periods.
  • An updated Statement of Work (SOW v.3) is incorporated and should be reviewed for current requirements.

Special Requirements

The contract requires adherence to several critical standards and plans:

  • Data Requirements: Includes Item Unique Identification (IUID) Marking Plan and Activity/Verification Report, Counterfeit Prevention Plan (CPP), and First Article Test/Inspection Procedures and Report (FAT/IPR).
  • Counterfeit Prevention: Contractors must establish policies and procedures to mitigate counterfeit parts, adhering to SAE AS5553 standards.
  • Supply Chain Risk Management (SCRM): A plan to identify, assess, and mitigate supply chain risks is mandatory.
