Scope of Work

The contractor will be responsible for furnishing all labor, materials, tools, equipment, licenses, and permits to collect and recycle scrap metal generated primarily from demolition and renovation activities. This includes providing and maintaining 30-cubic-yard open-top roll-off containers, responding to service requests within 24 hours to 7 business days, and transporting scrap metal off-site for sorting, cutting, hauling, and disposal. The estimated annual recycling volume is between 350-1,000 Gross Tons. The contractor must reimburse the AOC the prevailing market value of the recyclables, with payments made monthly based on the American Metals Market (AMM) Chicago price multiplied by the contractor's competitive percentage.

Contract Details

This will be a Firm Fixed-Price (FFP) contract with an anticipated period of performance of five years, comprising a 12-month base period (including one month for transition-in) and four 12-month option periods. An additional option to extend services for up to six months is included. The contract incorporates FAR 52.216-4, "Economic Price Adjustment-Labor and Material," allowing for price adjustments due to fluctuations in labor and material costs, with specific limitations. All contractor employees require E-Verify and U.S. Capitol Police background checks and must wear identification badges on-site. The contractor must adhere to AOC's Environmental Manual and Sustainability Policy and comply with all federal, state, and local environmental regulations.

Submission & Evaluation

Proposals are due by April 14, 2026, at 3:00 PM ET and must be submitted via email to Tatjana Johnson (tatjana.johnson@aoc.gov). Proposals must be valid for 90 days and prepared in two volumes: Volume I (Technical) and Volume II (Price). Pricing information is strictly prohibited in Volume I. Offerors must use the provided J.4 Scrap Metal Pricing Spreadsheet_A02 for pricing and J.5 Corporate Experience Template.

The evaluation will follow a Lowest-Price Technically Acceptable (LPTA) approach. Evaluation factors include:

  1. Technical Capability: Requires a facility within 25 miles of Washington, DC, operational capacity for government truck deliveries, and quality logistics/equipment (e.g., 24-hour dumpster service).
  2. Past Performance: Submission of at least three recent and relevant contracts (within the last five years).
  3. Environmental Compliance: Demonstrated compliance with environmental laws, valid permits, and a five-year history free of unresolved violations.
  4. Price: Based on the highest net reimbursement rates for recycled scrap material. Any technical factor rated "Unacceptable" will render a proposal ineligible for award.
