Solicitation / RFP / RFQ

This solicitation is for "Full Time Canine Kennel Technician Services" and is a Total Small Business Set-aside. The government anticipates awarding a Multiple Award Blanket Purchase Agreement (BPA), but reserves the right to award a single BPA. The estimated value for the life of the BPA is $390,000.00.

• The option to extend services for up to six months is included.

• Offers are due by June 5, 2026, 5:00 PM EST.

• Evaluation will be based on Technical Capability, Past Performance, and Price.

• Technical Experience must meet or exceed SOW requirements.

• Past Performance must be recent (within 3 years) and relevant (similar scope, size, and complexity).

Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) seeks a skilled canine center technician to provide specialized knowledge and ability in canine care and kennel maintenance. The goal is to ensure canines are healthy and at optimal mission readiness.

This SOW outlines tasks for a contractor to support the National Canine Division (NCD) program, which trains canines for accelerant and explosives detection. Key responsibilities include:

• Performing healthcare services for canines (exercising, grooming, bathing, feeding, administering medication).

• Cleaning and disinfecting kennel areas and equipment.

• Assisting veterinary staff with examinations and procedures.

• Observing and reporting canine health and behavior.

• Providing basic and emergency first-aid.

• Adhering to safety methods for handling canines.

• Constructing and packaging distractor training aids.

• Supporting administrative functions (data entry, filing, record construction).

• Maintaining facility housekeeping to prevent disease.

• Providing facility administration, including record-keeping and procurement.

• Transporting canines or students.

• Performing maintenance cleaning of fleet vehicles and kennel facilities.

• Period of Performance: Up to sixty (60) months, with a base period and four (4) one-year option periods.

• Place of Performance: National Canine Division (NCD) in Front Royal, Virginia.

• Contract Type: Firm-fixed-price (FFP).

• Work Schedule: Eight (8) hours within core hours of 7:00 am - 4:00 pm, with a mandatory 7:30 am start time. Must be flexible and available seven (7) days per week, including holidays.

• Physical Exertion: Requires moderate to high physical exertion (75% of the time), including walking on uneven surfaces, standing, bending, and lifting up to 100 lbs.

• Contractor Qualifications: Must have experience with canine care, handling, retraining, kennel maintenance, administrative tasks, and using Microsoft Office Suite. Must pass a background investigation and possess a valid driver's license.

• Travel: Local travel anticipated, with potential for overnight travel for specific task-related trips. Travel expenses are reimbursable per Federal Travel Regulations (FTR) and FAR 31.205-46.

• Inspection and Acceptance: Services will be inspected and accepted by the Contracting Officer's Representative (COR). Deficiencies must be corrected at no additional cost to the Government.
