Offerors must meet specific eligibility criteria to participate:
- CMMC Level 2 Certification: Proof of current and valid CMMC Level 2 (self-assessment) certification is required to request access to the technical data package and must be held at the time of contract award.
- DD Form 2345: A current and certified DD Form 2345 (Militarily Critical Technical Data Agreement) is mandatory to access the Export Controlled technical data package, which contains Controlled Unclassified Information (CUI).
- Deliverables: The contract requires various data deliverables (CDRLs) including Material, Plating/Coating, Dimensional Quality, Calibration, Proof Load, and Non-Destructive Inspection Certifications, all to be submitted in PDF format to the CH-53K Support Equipment Engineer.
Submission & Evaluation
Proposals must be submitted electronically via email in Microsoft Windows 10 compatible formats (Word, Excel, PowerPoint, PDF). Evaluation will be based on three factors: Technical (Acceptable/Unacceptable), Past Performance (Acceptable/Unacceptable), and Price. The award will be made to the offeror with the lowest evaluated price that is rated Acceptable in both Technical and Past Performance. Bidders must complete a pricing matrix with FFP unit prices for 31 Contract Line Items (CLINs) and provide detailed past performance data using the provided templates.
