This Statement of Work (SOW) outlines the requirements for providing and installing a furniture package at Facility 31222, Area A, Wright-Patterson Air Force Base, OH.
The Contractor shall provide all supervision, labor, materials, equipment, and certified electricians for furniture installation, including hook-up to building power.
Includes 30 days of storage.
Requires an itemized quote detailing labor for receiving, inspecting, delivering, and installing products per the approved design layout.
May include AutoCAD design hours and in-person meeting hours for design phases.
Requires repair/replacement of flooring and ceiling if damaged during installation.
Requires 3D Renderings of each typical.
Products should be from a single manufacturer for uniformity in finish and appearance, unless an equal manufacturer is proposed.
A final installation AutoCAD drawing file and invoice must be emailed to the CE Interior Designer before acceptance in WAWF.
Required product types include: Conference Room Seating, Task Seating, Desks, Conference Tables, Credenzas, Occasional Tables, Lounge Seating, and Lighting.
All work must be in accordance with the SOW and project drawings.
Final installation AutoCAD dwg file and invoice required before acceptance.
Contractor must provide a contract manager and an alternate.
Contractor must provide a Project Manager with at least 3 years of experience.
Licensed electrician required for electrical work.
Personnel must present a neat appearance and be easily recognized as contractor employees.
Contractor must be the authorized dealer of the proposed furniture manufacturer.
Customer service provided during normal duty hours (0730-1630, Monday-Friday, excluding federal holidays).
All Air Force inquiries responded to within two business days.
Contractor responsible for coordination of escorts through controlled areas.
Responsible for storage up to 30 days.
Must maintain capability to adjust workforce for unforeseen circumstances.
Must maintain continuity between support operations and corporate offices.
Must provide a single point of contact available in person or via email.
Must provide management and support of personnel, including travel arrangements and administrative support.
Personnel must identify themselves as contractors.
Design services include space planning, site verification, material selection, and programming.
Designs must account for site layout and structural anomalies.
Notification to GPM of power requirements and junction box locations.
Design must ensure power poles do not protrude into walkways and outlets are accessible.
Systems Furniture pre-wired harness required.
Minimum of two duplex outlets per circuit.
No existing wall outlets or thermostats covered by panels.
Utilize wall-mounted applications where possible.
Utilize existing government product where applicable.
Designs must be accomplished by qualified professional designers with relevant experience.
Contractor shall provide additional drawings if requested.
Hardware/software must perform computerized inventory, CAD, automated take-off, and report generation.
Software must be compatible with AutoCAD, Revit, and Windows.
Initial design includes up to three revisions.
Designs must include Basic component floor plan, Panel and Hardware Layout, and Furniture Power Distribution sheets.
Bill of materials detailing all inventory and electronic copies of plans to be provided within 10 workdays after final design acceptance.
Contractor must maintain an updated master copy of all furniture layouts.
Drawing changes due to contractor errors are the contractor's responsibility.
Contractor shall provide GPM with installation drawings and bill of materials.
Contractor must make government aware of discrepancies in existing conditions.
Design must conform to Architectural Barriers Act regarding accessibility.
Product documentation (manuals, warranty, etc.) to be provided.
Special assembly tools to be provided.
Transportation, loading, unloading, storage, and movement from factory to final setup.
Contractor PM responsible for on-site coordination, staging, and deliveries.
Responsible for determining appropriate delivery method and handling.
Delivery in accordance with contract terms.
Maximum of 30 days offsite storage included.
Work must comply with applicable building codes (NEC, NFPA 101).
Responsible for safety and security guidelines.
Maintain accountability and control of keys.
Prevent personnel from entering unauthorized areas.
Maintain means of egress.
Personnel to eat, drink, or smoke only in designated areas.
Manufacturer certified professionals for installation.
Support services for removal and warehousing of furniture.
Appoint an authorized representative on site.
Contractor representative to meet with GPM to review installation drawings.
Install furniture in accordance with requirements and drawings.
Liable for damage to government property.
Protect furniture and building materials during installation.
Services include product transportation of existing inventory.
Uncrate/unpack items and perform assembly.
Inspect product for shipping damage and arrange for replacement/repair.
Assembly to conform to final Air Force approved design drawings.
Furnishings attached to the building must be attached securely.
Installation must be under oversight of an onsite manufacturer certified installer.
Ensure communication outlet faceplates are provided.
Removal of packing materials and cleaning of product.
Removal of excess product and transport to GPM approved warehouse.
All trash removed from worksite disposed of according to state laws.
Maintain environmental controls.
Light fixtures to have appropriate lamps and be in working order.
Clean all furniture with manufacturer's recommended agents prior to acceptance.
Provide all components, completely assembled, installed, and operational, including keys.
Furniture, equipment, and accessories to be level, square, and in proper alignment.
Inspect furniture for surface dirt and defects; ensure installation is complete.
Validation of product installation according to guidelines and specifications.
Post-installation walkthrough.
Punch list for corrections.
Final walkthrough to ensure punch list items are addressed.

Period of Performance: To be completed no later than 120 days from contract award, inclusive of site visit, finish selection, lead time, and installation.
Base entry procedures must be adhered to for delivery vehicles.
Trucks must enter through Gate 26A, WPAFB, Ohio.
Current Vehicle Registration, Proof of Insurance, and valid Driver's License required for drivers.
Bill of Lading (BOL) required with specific destination information.
Personnel entering the installation must have required documentation.
Sponsors may request multi-day passes.
Contractors are not considered mission essential.
Firearms are prohibited on base.
Individuals with criminal records are not allowed on base.
Contractor personnel are prohibited from sponsoring guests.
Installation is on the Second Floor with step/stairway carry (14 steps from first floor, then 3 steps).
No Loading Dock; provide truck with liftgate.
No Passenger or Freight Elevator.
Receiving Dock times: 0800-1500.
No existing furniture to be removed.
Delivery to be coordinated with other applicable furniture packages and construction projects.
All corridors and aisles to be kept clear during installation.
Government has full ownership of all formal deliverables and supporting documentation.
