Purpose & Scope

This opportunity aims to ensure the continued safe and reliable operation of the intake service gates at Cherry Creek Dam. The scope of work involves the comprehensive rehabilitation of Service Gate Stems No. 2 (Base Bid) and No. 5 (Option). This includes refurbishing cylinder rods through cleaning, re-chroming, and polishing; honing the inner cylinder walls; cleaning and inspecting piston rings; and replacing various components such as oil/water packing, glands, studs, nuts, and gaskets. The contractor will also machine a groove for a new scraper-style wiper and replace cap screws. Multiple mobilizations and demobilizations may be required.

Contract Details

  • Contract Type: Firm Fixed-Price.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • NAICS Code: 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a $12.5 Million size standard.
  • Period of Performance: 180 calendar days after award. A one-time extension of 180 days may be added if optional items (Gate Stem No. 5 rehabilitation) are exercised.
  • Place of Performance: Cherry Creek Dam, Aurora, Colorado.
  • Government Furnished: Includes a tower upper-level handrail fall-protection system, 7.5-Ton Tower Crane, tool transport box, spanner wrench, 10-ton auxiliary rigging beam and scale, and existing tower 110V power. The Government will also operate/supervise gate raising/lowering and assist with blocking.
  • Contractor Responsibilities: Provide all other necessary supplies, equipment, facilities, and services not listed as Government-furnished, including additional utilities like water and restroom facilities. A minimum one-year warranty on all work is required.

Key Requirements & Deliverables

Contractors must rehabilitate intake structure service gate stems #2 and #5 with zero deviation from standard, subject to 100% inspection by the COR. All submittals (Pre-construction, Product Data, Reports, Close-out) must comply with specified procedures and be reviewed/approved. Required submittals include a Gate Stem Rehab Plan, oil/water packing, gaskets, wiper, and warranty information.

Submission & Evaluation

  • Offer Due Date: April 10, 2026, at 2:00 PM CDT.
  • Submission: Electronic submission to Tony Manna at tony.j.manna@usace.army.mil. Quotes must be a single PDF document, with the price worksheet (Attachment B) potentially separate. Offers must be held firm for 60 calendar days.
  • Questions: Must be submitted in writing to Tony Manna no later than seven (7) calendar days prior to the quote due date.
  • Evaluation: Award will be based on a Best Value approach. Past Performance and Experience are significantly more important than price, which will be used to break ties. Past performance requires a minimum of two references for projects completed within the last seven years related to hydraulic hoist cylinder/HPU repair. Experience requires a maximum of four examples illustrating similar function, scope, complexity, and size.
  • Site Visit: An optional but highly recommended site visit is scheduled for Monday, March 30, 2026, from 9:00 AM to 11:00 AM MST at the Cherry Creek Dam Tower. Reservations are required by March 27, 2026, by contacting Michael Savage (michael.w.savage@usace.army.mil, 303-709-2948). Mandatory PPE includes hardhat, hard toe boots, safety glasses, reflective safety vest, and gloves.
