Bidders are required to have their past performance references complete this questionnaire. The feedback provided in this PPQ will be a significant factor in the government's evaluation of the bidder's past performance. Bidders should ensure they provide accurate contract details and select appropriate POCs who can provide a comprehensive and favorable assessment. The detailed rating definitions will help bidders understand the government's expectations for each performance level.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for upgrading the existing Edwards EST-3 fire alarm system to the Edwards EST-4 system at Cheyenne Mountain Space Force Station (CMSFS). The existing FireWorks system will remain.

• Replace twenty-three (23) existing Edwards EST-3 fire alarm control panels (FACPs) with new Edwards EST-4 FACPs.

• Ensure seamless integration with existing field devices and provide comprehensive training and documentation.

• The new EST-4 system must have a redundant network for communication backup.

• The contractor must have at least 5 years of experience in fire alarm and life safety systems, a minimum NICET II certification, and Edwards FireWorks System manufacturer's certification.

• All work procedures and materials require approval from the 21 Civil Engineering Squadron (21 CES) Requirements and Optimization (R&O).

• Network-related activities must adhere to cyber security requirements.

• Strict adherence to Operations Security (OPSEC) Standard Operating Procedures is mandatory for access to sensitive areas.

• Replace all 23 EST-3 FACPs with EST-4 FACPs.

• Maintain the existing FireWorks system.

• Ensure compliance with current fire codes and standards (NFPA 72, local AHJ).

• Design and install a redundant network configuration.

• Maintain seamless integration with existing fire detection devices.

• Minimize disruption to building occupants.

• Provide comprehensive documentation and training to CMSFS personnel.

• Improve system monitoring and reporting capabilities.

• System Design and Engineering: Site survey, submittal package (panel specs, wiring diagrams, device lists, battery calculations, shop drawings, software programming, manufacturer certifications), and AHJ approval.

• Equipment Procurement: EST-4 FACPs, necessary interface modules, wiring/cabling, batteries, enclosures, and mounting hardware.

• Installation and Integration: Pre-installation meeting, removal of existing panels (with fire watch), installation of new panels, wiring and connections, software programming, network integration, field device testing, system testing, and deficiency correction.

• Training and Documentation: Provide system documentation (as-built drawings, O&M manuals) and training materials (user manuals, quick guides, videos).

• Project Closeout: Final inspection with AHJ, system acceptance, lien waivers, warranty information, and a project completion report.

• Work will be performed in two sequential phases (CLIN-1 and CLIN-2).

• Work hours are typically 7:00 a.m. to 4:00 p.m., excluding weekends and Federal Holidays, unless otherwise coordinated.

• Worksite is located inside a restricted area at CMSFS, requiring proper authorization and escorts.

• Contractor must be qualified and licensed with a minimum of 5 years of experience.

• Contractor employees must wear company-branded attire or display identification badges.

• Adherence to Department of Labor, OSHA, and Air Force safety standards.

• Site maintenance and cleanup are required throughout the project and upon completion.

• A one-year full, unconditional warranty covering parts, labor, and associated expenses is required for all equipment and materials.
