Scope of Work

The scope includes seamless integration with existing field devices, comprehensive training, and documentation. The new EST-4 system must feature a redundant network for communication backup. Contractors are responsible for providing their own escorts within the Restricted Area of Cheyenne Mountain SFS. Key tasks involve system design and engineering, equipment procurement, installation and integration (including removal of old panels and installation of new ones), software programming, network integration, field device testing, and project closeout. A 100% replacement of all Local Rail Modules (LRMs) and 3-CHAS7 chassis assemblies is required.

Submission & Evaluation

- Past Performance: Requires a minimum of 1 and a maximum of 3 projects within the last 5 years of similar scope, evaluated via CPARS, SAM.gov, or a Past Performance Questionnaire.
- Evaluation Basis: Award will be made to the responsible offeror whose quote is most advantageous, based on the Lowest Evaluated Price Technically Acceptable (LPTA) approach. Technical documentation and past performance will be evaluated on an acceptable/unacceptable basis.
