Scope of Work
This requirement involves providing Operations and Maintenance (O&M) and Research, Development, Test & Evaluation (RDT&E) support for Collective Joint Training. Key tasks include:

- Global Scalability and Technical Integration
- Management of Cross-Domain Solutions (CDS)
- Support across the Joint Event Life-Cycle (JELC), encompassing design, planning, preparation, execution, analysis, evaluation, and reporting stages.
- Integration of emerging technologies like AI, CJADC2, and advanced modeling & simulation.
- Expertise in areas such as Sustainment, Intelligence, Interagency, Ballistic Missile Defense (BMD)/Integrated Air Missile Defense (IAMD), Space Operations, Electromagnetic Warfare/Spectrum (EW/EMS), and Information Environment (IE). Personnel will require Top Secret/SCI clearances.
Contract Details
- Contract Type: Cost Plus Fixed Fee (CPFF)
- Period of Performance: A base period from August 31, 2026, to February 28, 2027, with multiple option periods extending through August 31, 2031.
- Estimated Level of Effort: 315,399 manhours for the base period, with a total of 3,153,986 manhours if all options are exercised.
- Set-Aside: This is NOT a small business set-aside.
- Eligibility: Offerors must be IDIQ awardees under the Seaport program.
Submission & Evaluation
The solicitation follows a two-step evaluation process:
- Step One (Due April 22, 2026, 10:00 AM EST): Submission of a two-page description of similar contract experience, Seaport contract number, and DCAA accounting system status to determine viability.
- Step Two (Quotes Due May 27, 2026): Viable competitors submit technical (Volume I) and cost (Volume II) quotations.
- Evaluation Factors: Non-cost factors (Performance Approach and Past Performance) are more important than cost. Performance Approach must be "Acceptable" or better, and Past Performance requires "Satisfactory Confidence." Cost will be evaluated for realism.
- Quote Validity: Step-Two quotes must be valid for a minimum of 150 days.
