Purpose & Scope
USSOCOM requires a robust, flexible, and resilient COMSATCOM infrastructure to support global Special Operations Forces (SOF) for command-and-control (C2), intelligence dissemination, and operational support. The desired solution encompasses global satellite space segment, commercial media port services, terrestrial backhaul connectivity, and comprehensive operational and management support.
Key Areas of Interest
Respondents should detail their capabilities and experience in:
- End-to-End Solution Management: Prime Contractor experience, project management, rapid service activation.
- Global Space Segment: Access to global satellite capacity (various bands, Legacy UHF channels), service portability, support for Airborne ISR (AISR) and Communications on the Move (COTM).
- Media Port & Gateway Services: Ownership/access to global media ports, physical security, redundancy, touch maintenance.
- Terrestrial Backhaul Network: Architecture, global Points of Presence (PoPs), diversity, GEO/MEO/LEO SaaS interconnections.
- Operations and Maintenance Support: Cleared personnel (TS/SCI), 24/7 Network Operations Center (NOC) and helpdesk, integration of satellite network monitoring, specialized technology support (iDirect/ViaSat/TDMA/SCPC).
- Security: Company security program, DoD Risk Management Framework (RMF), Authority to Operate (ATO), secure communications (SIPRNET, STE/VoSIP).
- Subscription Services: Integration of GEO/MEO/LEO SaaS providers and future technology plans.
- Transition: Experience with global network transitions, ability to meet a 90-day timeline.
