Purpose & Scope
This RFI is solely for information and planning purposes and does not constitute a Request for Proposal (RFP). USSOCOM seeks to understand industry's ability to provide a solution encompassing global satellite space segment, commercial media port services, terrestrial backhaul connectivity, and comprehensive operational and management support. The government will not pay for any information or administrative costs incurred.

Respondents should detail capabilities and experience in:
- End-to-End Solution Management: Prime Contractor experience, project management, configuration management, quality assurance, and rapid service activation.
- Global Space Segment: Access to global satellite capacity across various frequency bands (Ku, Ka, X, L-band, Mil-Ka), specific capabilities for 6x 25k Legacy UHF channels, service portability, and support for Airborne ISR (AISR) and Communications on the Move (COTM) platforms.
- Media Port & Gateway Services: Ownership or contractual access to global media ports, physical security, power redundancy, network diversity, and touch maintenance support.
- Terrestrial Backhaul Network: Architecture, global Points of Presence (PoPs), GEO/MEO/LEO SaaS interconnections, and network management/monitoring.
- Operations and Maintenance Support: Provision of cleared personnel (TS/SCI), 24/7 Network Operations Center (NOC) and helpdesk, and specialized support for various satellite technologies.
- Security: Company security program, personnel vetting, DoD Risk Management Framework (RMF) and Authority to Operate (ATO) experience, and secure communications (SIPRNET, STE/VoSIP).
- Subscription Services: Capability to integrate services from GEO/MEO/LEO SaaS providers; Highly Elliptical Orbit (HEO) services are considered a valuable augmentation.
- Transition: Experience with transitioning global satellite and terrestrial networks, with a notional approach to a 90-day transition timeline. Government Furnished Equipment (GFE) includes 700 Remotes and iDirect Hub equipment.

- Facility Location: A critical requirement for a facility within a 25-mile radius of MacDill AFB for Continuity of Operations (COOP), collaboration, and rapid response. A plan to acquire a facility is not equivalent to a currently operational one.
- Consortium/JV Past Performance: Assessed for established Joint Ventures or prime/subcontractor teams with a demonstrated history of working together, not for notional future partnerships.
- SIPRNET Requirement: The requirement for SIPRNET access during the proposal process is for operational security and to assess day-one readiness. The government will not sponsor or facilitate SIPRNET access.
