Primary Attributes:

• Size/Range: Systems must meet specific weight and kinetic range requirements (Echelon 0: <5 lbs, 1km T/3km O; Micro: 5-10 lbs, 5km T/10km O; Mega: 11-55 lbs, 10km T/20km O).
• Payload: Platforms must carry full payloads to engage targets at least 1km away and fly for at least 15 minutes with full payload (payloads 150g-3600g).
• Power: Ability to swap batteries rapidly in the field without tools.
• Communication: Operate within approved DoW bandwidth, with no lost comms >80% of mission time.
• Operating Temperature: -10°C to +40°C per MIL-STD-810H Method 503.7.
• Technology Readiness Level (TRL): Must be TRL-6 or TRL-7.
• Precision: Weaponized payloads must have a Circular Error of Probability (CEP) <1.5m.

Secondary Attributes:

• Training: Develop a corresponding MKLD training solution for inert variants and support equipment.
• Storage Packaging and Transportation: Equipment must fit in a packout load carriage including GCS kit and up to 6 All Up Rounds (AUR) with payloads; containers must meet MIL-STD-810H.
• Form Factor: Follow Modular Open System Architecture (MOSA).
• Ancillaries: A separate GCS kit with all necessary equipment.

• The government desires an award quantity of up to (100) MKLD units across multiple awards.

• Any prototype Other Transactions (OT) agreement awarded may result in a follow-on production contract or transaction without further competitive procedures.

• Vendors should submit one solution brief per Area of Interest (AOI), unless solutions are substantively unique.

• For team submissions, the first page must list all companies, points of contact, and the lead vendor.

• Technical Merit and Relevance will be based on meeting primary and secondary attributes.

• This solicitation will be awarded under the Commercial Solutions Opening (CSO) process.

• To enter into a prototype OT agreement, at least one of the following must be satisfied: (A) At least one nontraditional defense contractor or nonprofit research institution participating significantly. (B) All significant participants are small businesses or nontraditional defense contractors. (C) At least one third of the total project cost is paid by non-Federal Government sources.

• The government reserves the right to facilitate introductions of vendors with complementary capabilities.

• A Phase II pitch deck may be requested for government-recommended teaming arrangements.

This document outlines the requirements for the Hypervelocity Improved Capability Assault Rifle (HICAR) program, seeking a replacement or upgrade for the current URG-I carbine. The objective is to develop a technically superior individual weapon system capable of firing both legacy 5.56x45mm NATO and emerging hypervelocity ammunition, extending effective engagement range beyond 600 meters while maintaining carbine portability and ergonomics.

• Ammunition Compatibility: Must reliably cycle and fire both standard 5.56 NATO and future hypervelocity 5.56x45mm ammunition (up to 82kpsi).

• Performance Benefits: Increased effective range, improved terminal performance, and enhanced barrier penetration.

• Durability: System must withstand increased chamber pressures and bolt thrust from hypervelocity ammunition without compromising service life or operator safety.

• Interoperability: Must be fully interoperable with USSOCOM's existing Visual Augmentation Systems and Weapon Accessories (VASWA).

• Barrel Length: 11-12 inches.

• Suppressor: Must employ the HUXWRX Flow 556k L "Black Magic" suppressor for testing.

• Ergonomics: Similar to M4A1, with ambidextrous controls and M-LOK mounting points.

• Durability Standards: Minimum 800 (T) / 1,600 (O) rounds between stoppages, 5,000 (T) / 10,000 (O) rounds between failures, and 8,000 (T) / 20,000 (O) rounds barrel life.

• Environmental Resistance: Functional from -40 to 165 degrees Fahrenheit, resistant to immersion in seawater, and protected with durable corrosion-resistant coatings.

• System Components: Includes weapon system, heat mitigation rail covers, adjustable buttstock, 7x Magpul Gen3 556 magazines, field maintenance/cleaning kits, and user/maintenance manuals.

• Awarded under Commercial Solutions Opening (CSO) process.

• Potential for follow-on production contract or transaction without further competitive procedures.

• Phase I: White Papers due June 08, 2026. Must include estimated cost per weapon, development timeline, risk assessment, optimization for hypervelocity ammunition, and images of the proposed weapon. Minimum TRL of 6 required.

• Phase II: Pitch Day (invitation based on white paper evaluation) includes weapon demonstration and presentation.

The weapon should allow operators to effectively shoot, maneuver, and lay down suppressive fire, and be interoperable with USSOCOM's Visual Augmentation Systems and Weapon Accessories (VASWA) and existing M240B tripods.

• Monolithic or Continuous Top Rails: Preferred for maximum VASWA flexibility with minimal zero shift.
• High Pressure Ammunition: Ability to accept high pressure ammunition is of interest; conversion kit development will be collaborative.
• Novel Recoil Technology: Interest in technology that allows effective engagement considering firing rate and recoil impulse.
• Weight: Maximum 17 lbs (with standard rail, carry handle, bipod, buttstock, barrel; excluding sights/accessories).
• Length: Maximum 40 inches (buttstock collapsed, to muzzle device).
• Barrel Length: Standard barrel length greater than or equal to 16 inches.
• Bipod: Replaceable at operator level, capable of height adjustment, and locking with loading (Cant/Pan/Tilt).
• Rail Architecture: 18" of MIL-STD 1913 rail architecture for the 12 o'clock position, timed for height/alignment, with 10" in front of the feed tray.
• Safety Selector: Operates from Safe, Automatic, and Semi-Automatic.
• Functionality: Capable of functioning while pulling the equivalent weight of 100 linked rounds.
• Ammunition Storage: Mounting point for ammunition storage system securing minimum of 100 linked 7.62mm rounds.
• Ammunition Compatibility: Capable of safely firing 7.62mm NATO ammunition.
• Cyclic Rate: Minimum 400 rpm, maximum 650 rpm.
• Suppression: Functional when suppressed.
• Feeding: Supports left-hand feeding of belted ammunition.
• Markings: Receiver shall display identification markings.
• Safety: Does not present a safety hazard with an obstructed bore.
• Secondary Attributes: Side folding/collapsible buttstock, 2-position/folding charging handle, integration with M240 cradle mounts, removable flash hiders/muzzle devices, accessory mounting at 3 and 9 o'clock positions, 6 inches of M1913 rail at 6 o'clock position, system to retain ammunition on feed tray, capable of charging when on safe, interchangeable components, incapable of improper assembly, function with high pressure ammo, low recoil impulse, survive drop testing without bolt moving.

This solicitation will be awarded via a Commercial Solutions Opening (CSO) process under N0016425SC0001. It is for a prototype Other Transaction (OT) agreement, with potential for a follow-on production contract without further competitive procedures.

• Cost Efficiency: Solutions should be designed for cost efficiency, leveraging economies of scale. Techniques to improve performance without significant cost increases are encouraged.

• Primary Attributes:

  • Total weight: ≤ 6.5 lbs (combined modules, including batteries, etc.)
  • Total dimensions: ≤ 21 inches (length + width + height)
  • Meet STANAG 3733 minimum energy for designation in temperatures from -19°C to +49°C.
  • Optic must positively identify tanks and improvised fighting vehicles day/night at range.
  • Effective designation range (tripod-mounted) for tanks and fighting vehicles per STANAG 3733 (including Band 1 and 2 codes).
  • "Seespot" capability to confirm laser energy on target day/night.
  • "Beam trace" capability for situational awareness (goal).

• Secondary Attributes:

  • Operation from internal, commercially available batteries (CR123, L91, or 18650 sizes).
  • ≥ 2 hours observation with at least 10 laser events per battery.
  • ≤ 5 seconds from cold start to full operation.
  • Ergonomic design for intuitive use in various postures while wearing specified gloves.

• Tertiary Attributes:

  • Reticle-based range determination (minimum).
  • Accurate range determination to targets (goal).
  • GPS input/display (MGRS, Lat/Lon).
  • Target location display (MGRS, Lat/Lon).
  • Environmental resistance (low/high pressure, immersion, salt fog, temperature, humidity, dust, vibration, etc.).
  • Pointing direction (general and accurate).
  • Accessory rail (MIL-STD-1913).
