• Cargo: Transports and loads 8 pallets or 4 MLRS Rocket Pod Containers, tows M989 HEMAT, includes MHC.

Desired attributes include a mild-hybrid propulsion system, modern drive-by-wire architecture with ADAS, modular cabs, global deployability, military/environmental compliance, and "Right to Repair" provisions.

• Period of Performance: 5-year base period, with potential for additional ordering years.

• Interested companies must submit a ten-page, single-sided white paper.

• The title page and Rough Order Magnitude (ROM) do not count towards the page limit.

This document outlines a Commercial Solutions Opening (CSO) solicitation process by the Department of the Army for the Common Tactical Truck (CTT) program. The CTT program seeks solutions that can perform delivery of all classes of supply across all tactical mobility levels.

Contracts awarded under this CSO will be structured as fixed-price, including fixed-price incentive fee contracts. Awards may result in FAR contracts under FAR Part 12, Commercial Procedures; non-FAR agreements under 10 U.S.C 4022; or Cooperative Agreements under 31 U.S.C. 6305. The CSO is anticipated to be active through April 2032.

The solicitation process may involve a multi-phased approach: Phase 1 (Solution Brief), Phase 2 (Presentation, if applicable), and Phase 3 (Commercial Solution Proposal - CSP). Each phase has specific content requirements and evaluation criteria. The Government reserves the right to adjust or bypass phases based on merit or urgent requirements. Specific submission dates and details will be provided in individual Aols.

This CSO is open to all responsible sources. Nontraditional Defense Contractors and small businesses are specifically mentioned. Companies must have a Unique Entity Identification (UEI) and be registered in the System for Award Management (SAM) prior to award.

• Off Road Tractor (ORT): Loads and tows M860, MCRS, and M870 trailers with a 40-ton payload; provides 1 kW 28V DC power.
• Cargo: Transports and loads 8 pallets or 4 MLRS Rocket Pod Containers (RPCs); tows M989 HEMAT; includes storable MHC.

Additional desired attributes include a mild-hybrid propulsion system, modern vehicle architecture with drive-by-wire, modular/swappable cabs, global transportability, military and environmental compliance (including electromagnetic hazard protection), and adherence to "Right to Repair" provisions.
