The title page and Rough Order Magnitude (ROM) do not count towards the page limit, and initial Non-Recurring Engineering should not be included in pricing. Offerors should outline proposed commercial solutions, indicate leasing options, and provide a CONUS production timeline if applicable. Solutions received after the deadline will not be evaluated.
