Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a permanent, all-weather overhead canopy at the 105th Airlift Wing Main Gate Entry Control Point (ECP) to enhance security, safety, and operational effectiveness for Security Forces personnel.

• Furnish all personnel, equipment, tools, materials, supervision, and quality control necessary for the project.

• Construct an overhead canopy structure, including excavation, concrete foundations/footings, structural steel, metal roofing, gutters, downspouts, and electrical work (conduit, wiring, lighting fixtures, final power connection).

• Perform modifications to existing perimeter fencing, including demolition, removal, installation of new posts, fabric, and gates.

• Conduct curb realignment and associated site work, including saw-cutting and removal of existing curbs, grading, concrete pouring, asphalt paving, and pavement markings.

• All work must adhere to project design drawings and specifications (Project WHAY202001, Main Gate Overhang, 100% B3 Submittal, dated 20 APR 2023).

• Period of Performance: 180 calendar days.

• Place of Performance: 105th Airlift Wing, Stewart Air National Guard Base, Newburgh, NY.

• Quality Control: Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Holidays: Coordinate with the 105th Airlift Wing for work on recognized US holidays.

• Work Hours: Normal duty hours are 0700-1600 Monday-Friday. Work outside these hours requires CO approval at least 48 hours in advance.

• Coordination & Access: Coordinate all on-site activities with the COR. Submit a list of personnel requiring access 10 business days prior to work start. Comply with installation access requirements.

• Traffic Control: Maintain operational ECP at all times. Submit a Phasing and Traffic Control Plan prior to mobilization.

• Staging & Storage: Confine operations to an area designated by the COR.

• Submittals: Provide all required material and equipment submittals for Government approval before ordering/installing.

• Utility Outages: Coordinate required utility outages (electrical tie-in) with COR at least 14 calendar days in advance.

• Project Closeout: Remove temporary facilities, equipment, and debris. Submit "As-Built" drawings (PDF/CAD) and manufacturer warranties/O&M manuals.

• Security: Comply with installation/facility access and local security policies. Provide information for background checks. Comply with personal identity verification requirements. Be aware of potential FPCON changes.

• Employee Identification: Contractor employees must wear identification badges and identify themselves as contractors.

• Combating Trafficking in Persons: Adhere to zero tolerance policy.

• Organizational Conflicts of Interest (OCI): Notify KO of any potential OCI and submit a mitigation plan.

• Safety: Comply with OSHA, federal, state, and local safety laws and regulations.

• Definitions: Key terms like CONTRACTOR, KO, COR, DEFECTIVE SERVICE, DELIVERABLE, KEY PERSONNEL, etc., are defined.

This document is a topographic survey of a portion of land prepared for Stewart ANG-Pond. It provides detailed topographical information, property lines, and utility locations.
