Scope of Work

The project involves the construction of the VEWMEC Floorplan A Primary Facility, approximately 6,900 square feet. This includes a vestibule, offices, server room, operational training rooms, receiving, badging, breakroom, restrooms, janitorial, mechanical, electrical, and communications rooms, along with all associated utilities. Site work, such as clearing, grubbing, backfill, compaction, grading, and demolition, is also required. The contractor will also purchase and install primary facility equipment.

Several bid options are available, including asphalt parking, Furniture, Fixtures, and Equipment (FF&E) for Floorplan A, and expansions to Floorplan B (adding 1,195 SF) and Floorplan C (adding 801 SF), each with corresponding FF&E options. An option for emergency radio coverage testing is also included.

Contract & Timeline

This is a Firm Fixed Price contract. The contractor must begin performance within 10 calendar days of receiving notice to proceed and complete the work within 672 calendar days. Performance and Payment Bonds are required. A critical requirement is Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self), which must be achieved prior to award.

Submission & Evaluation

Sealed bids must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by May 29, 2026, at 1:00 PM local time. Offerors must provide a price for all numbered items, including options. The Base Bid and all Options will be evaluated on price only. Offers providing less than 120 calendar days for Government acceptance will be rejected. Bid opening will be conducted telephonically.

Access to the restricted solicitation package, including drawings and specifications, requires an active SAM Registration and a current BASIC confidence level in the Supplier Performance Risk System (SPRS).
