The scope covers six Contract Line Item Number (CLIN) Groups:
- CLIN Group 1: 30mm Depleted Uranium (DU) Cartridges
- CLIN Group 2: Improved Conventional Munitions (ICM)
- CLIN Group 3: 20mm Cartridges
- CLIN Group 4: Hexachloroethane (HC) Smoke
- CLIN Group 5: Flares
- CLIN Group 6: Rocket Motors from MLRS Offerors may propose on one, multiple, or all CLIN Groups. Open Burn and Open Detonation (OB/OD) technologies are prohibited, with reutilization and recycling encouraged. Demilitarization must begin within 18 months of award, completed within 12 months of Government Furnished Material (GFM) receipt, and disposition within four months of demil completion.
Contract Details
- Contract Type: FFP IDIQ, five-year ordering periods (FY27-FY31).
- Awards: CLIN Groups 1, 3, and 6 will be single awards; CLIN Groups 2, 4, and 5 will be multi-awards, with DODICs split evenly (50/50) between awardees.
- Set-Aside: Full and Open Competition.
- NAICS: 332993 (Ammunition (except Small Arms) Manufacturing), 1500 employees size standard.
- Quantities: Maximum total quantities for ordering periods include 7.8M 30mm DU, 478K ICM, 9.6M 20mm Cartridges, 1.4M HC Smoke, 2.7M Flares, and 17.5K MLRS Rocket Motors.
- Place of Performance: Contractor facilities, potentially OCONUS.
Key Requirements
Contractors must implement a Quality Management System (QMS) meeting ISO 9001:2015 and a Quality Assurance Program Plan (QAPP). Cybersecurity Maturity Model Certification (CMMC) Level 2 is required for suppliers handling Controlled Unclassified Information (CUI)/Federal Contract Information (FCI), with self-assessment by November 10, 2026, and third-party assessment by November 10, 2027. Plans of Action and Milestones (POA&Ms) are possible. Other requirements include environmental permits, Safety Site Plan (SSP), Ammunition Demilitarization and Disposal Plan (ADDP), and adherence to security protocols (DoD 5100.76-M). The government anticipates switching from DU burial to recycling, with pricing to be negotiated.

Proposals are due May 21, 2026, at 1800 CDT. Offerors must use the latest Attachment 0001 (Price Evaluation Spreadsheet REV 2, 15 May 2026) and Attachment 0007 (CAD SOW 2027 REV 1, 15 May 2026). Volume 4 (Small Business Participation) has a 10-page limit, excluding Small Business written certifications and the Subcontracting Plan. SAM registration is mandatory.
