Key Requirements & Evaluation
Offerors must propose a Repair Turnaround Time (RTAT), with a government-required RTAT of 300 days. Quotes must include unit price, total price, and proposed RTAT. If the required RTAT cannot be met, capacity constraints must be provided. Pricing must be firm and include all costs associated with complete repair, even for unwhole or damaged material. A price reduction will be incurred for failure to meet the RTAT, and offerors must specify this amount per unit per month, up to a maximum. A Testing and Evaluation (T&E) fee for Beyond Repair (BR/BER) items should also be quoted. Only authorized distributors of the original manufacturer's item will be considered, and proof must be submitted with the offer. Freight is FOB Origin, but handled by the Navy as per the Commercial Asset Visibility (CAV) Statement of Work.
