This document outlines the "Continuously Open Areas of Interest (AoI)" for the SIAD (Sustainment, Integration, and Advanced Development) organization. 7. Public Private Partnerships (P3) Opportunities: Exploring collaborations with private industry to leverage innovation and investment.

Potential bidders should review these AoIs to determine if their capabilities align with the government's ongoing interests. Solution briefs submitted under these AoIs will be evaluated according to a specified process (Section 3.2.2). If government funding is unavailable for a Phase 1 Solution Brief, it will be retained in the ACC-SIAD library.

Amendment / Modification

This document is Amendment 01 to the Commercial Solutions Opening (CSO) Solicitation Number W912GY-25-S-C001. The primary change is the extension of the CSO's open period. The CSO is now continuously open until June 30, 2030. The Government reserves the right to extend this CSO beyond the new open-until date by amendment if the authority is extended.

• Section 1.3 CSO Procedure: The "continuously open until" date has been updated.

• The extension of the CSO's open period provides a longer window for interested companies to submit solution briefs, presentations/pitches, and/or proposals in response to Areas of Interest (Aols) that may be posted throughout the CSO's duration.

Solicitation / RFP / RFQ

This document is a Commercial Solutions Opening (CSO) solicitation from the U.S. Army Contracting Command – Sierra Army Depot (ACC-SIAD) for the Organic Industrial Base (OIB) Modernization. The CSO is a competitive procedure authorized by DFARS Subpart 212.70 to acquire innovative commercial items, technologies, and services. The goal is to modernize the Army's OIB, focusing on areas like Agile/flexible facilities, connected digital enterprise, advanced manufacturing, Digital Twin, automation, and cybersecurity, to enhance manufacturing excellence and increase the "Speed of Battle."

This CSO seeks innovative commercial products, technologies, and services, or adaptations of existing ones, to meet U.S. Army needs. Potential awards may include commercially-available products/technologies/services, those fueled by commercial/strategic investment, concept demonstrations, pilots, and agile development activities. Areas of Interest (Aols) will be published separately via amendment and will define specific requirements.

Contracts awarded under this CSO will primarily be FAR-based contracts under Part 12 Commercial Item Procedures. The CSO is continuously open until June 30, 2030, with the possibility of extension. The period of performance for any solution brief or CSP is generally no greater than 12 months, unless specified otherwise in the Aol. The Government reserves the right to award fixed-price contracts.

The CSO process may involve a multi-phased approach:

• Phase 1: Solution Brief: Submission of a written brief (max 5 pages or 15 slides) detailing the technology/service, concept, and rough order of magnitude price. Evaluation is based on responsiveness, technical merit, and funding availability.
• Phase 2: Presentation/Pitch (if applicable): Invited companies demonstrate their solution's viability, including ROM price and schedule, and any IP. Evaluation is based on relevancy, technical merit, uniqueness, risk, and business viability.
• Phase 3: Commercial Solution Proposal (CSP): Selected companies submit a full proposal (Volume I - Technical, Volume II - Price). Evaluation is based on technical approach merit/risk, performance schedule, and price reasonableness.

This CSO is open to both traditional and non-traditional defense contractors. Definitions for "Nontraditional Defense Contractor" and "Small Business Concerns" are provided.

• Areas of Interest (Aols) will be posted separately via amendment. Interested companies should check SAM.gov regularly.
• The Government will not pay for costs associated with solution brief or presentation/pitch submissions. Proposal preparation costs are not recoverable.
• Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and the PIEE system to receive an award.
