This effort seeks to identify industry partners capable of designing, fabricating, and delivering prototype A-kits, and integrating them with Government Furnished Equipment (GFE) B-kits for installation and testing on the CV-22 Osprey aircraft. Scope of Work
The objective is to integrate the JTT-NG system onto the CV-22 aircraft to enhance mission capabilities and replace an obsolescent legacy system. This includes:
- Design, fabrication, and delivery of prototype and Validation/Verification (Val/Ver) A-kits.
- Integration of GFE B-kits (Base Transceiver Unit, Exciter Power Amplifier, BXU Mounting Tray) with contractor-designed A-kits.
- Non-Recurring Engineering (NRE) for developing Interface Control Documents, software/hardware design documents, and an Installation Drawing Package.
- Conducting Systems Engineering Technical Reviews (SRR, PDR, CDR, FCA).
- Providing a Technical Data Package for Flight Clearance, future procurement, training, and support/sustainment.
- Installation and functional testing of the complete JTT-NG system.
Eligibility & Key Requirements
Respondents must demonstrate:
- Expertise in Ada coding for potential updates to Joint Services Vertical Lift Aircraft Experimental Avionics System Software (JASS).
- Access to the CV-22 aircraft configuration model (Computer Visualization Assembly System or CATIA model) to determine installation locations and conduct analysis.
- Ability to manage CLASSIFIED/SECRET/COMSEC CONTROL ITEMs and sign a DD254.
- Compliance with V-22 Systems Engineering Plan and Configuration Management Plan.
- Ability to meet Cybersecurity Maturity Model Certification (CMMC) Level 2 C3PAO. The applicable NAICS code is 336413 (Aircraft Manufacturing) with a small business size standard of 1,250 employees.

Interested parties must first submit a Letter of Interest via email to Karamie Platt to receive Attachment (1) JTT-NG ICD. Full responses, limited to 10 pages and in Microsoft Office 2010 compatible format, must be UNCLASSIFIED or CUI. Submissions should include:
- General capabilities, CAGE code, UEI, mailing address, and business size.
- Point of Contact.
- Detailed proposed approach, current products/services, and relevant history.
- Information on data rights for technical manuals and JASS data.
- Description of classified information management and CMMC Level 2 C3PAO capability.
- Small businesses must indicate their ability to perform 50% of the work.
