The Naval Air Systems Command (NAVAIR), on behalf of the V-22 Joint Program Office, is conducting market research through this Sources Sought notice for the CV-22 Joint Tactical Terminal - Next Generation (JTT-NG) program. The Government seeks industry partners capable of designing, fabricating, and delivering prototype and Validation/Verification (Val/Ver) A-kits, and integrating these with Government Furnished Equipment (GFE) B-kits for installation and testing on the CV-22 Osprey aircraft. This effort includes all necessary non-recurring engineering (NRE). Responses are due by April 7, 2026.

Scope of Work

This opportunity involves the design, fabrication, and delivery of prototype A-kits for flight test and Val/Ver. Contractors will integrate these A-kits with Government-provided B-kits (Base Transceiver Unit, Exciter Power Amplifier, and BXU Mounting Tray) to form the complete JTT-NG system on the CV-22 aircraft. Key tasks include:

  • Performing all associated NRE.
  • Developing and delivering Interface Control Documents, software/hardware design documents, and an Installation Drawing Package.
  • Conducting Systems Engineering Technical Reviews (SRR, PDR, CDR, FCA).
  • Delivering a draft Engineering Change Proposal (ECP) and inputs for the Time Compliance Technical Order.
  • Providing a complete Technical Data Package for Interim Flight Clearance and future production, plus training and sustainment data.
  • Managing CLASSIFIED/SECRET/COMSEC CONTROL ITEMs, requiring a DD254.
  • Adhering to V-22 Systems Engineering Plan and Configuration Management Plan.

Eligibility & Requirements

The applicable NAICS code is 336413 (Miscellaneous Aircraft Accessories And Components) with a small business size standard of 1,250 employees. Businesses of all sizes are encouraged to respond. Respondents must possess expertise in Ada coding to update Joint Services Vertical Lift Aircraft Experimental Avionics System Software (JASS) if required, and have access to the CV-22 aircraft configuration model. Contractors must also demonstrate the ability to manage classified information and meet Cybersecurity Maturity Model Certification (CMMC) Level 2 C3PAO requirements.
